      National Expert – Libya Political Economy Analysis
      Democracy International (DI) is seeking to hire a National Expert – Libya Political Economy Analysis (based in Libya) for an anticipated eight-month Political Economy Analysis of the social protection system in Libya. The aim of the study is to provide a solid base of analysis that will inform decisions regarding potential future initiatives of German development cooperation with Libya in the field of social protection. The study will have four main components:
      1. Political economy analysis of Libya’s social protection system – with a focus on subsidies and broad public sector employment
      2. Performance analysis of Libya’s social protection system
      3. Report on potential of universal transfers and universal basic income
      4. Recommendations and pathways towards reforming the social protection system in Libya
      This will be a part-time position based in Libya, and will be contingent on award and funding. The anticipated award start date is estimated to be in July 2025.
      Essential Job Duties
      The position’s responsibilities will include:
      Programmatic
      • Develop the study in coordination with the team leader;
      • Coordinate necessary interviews and research on the ground in Libya;
      • Conduct institutional landscape assessments, analysis of the de jure and de facto mandates in the state grant, and assessments of the subsidy systems and public sector employment;
      • Support preparation of key findings from the study to be presented to relevant stakeholders;
      • Support the finalization of the study and submission to GIZ.

      Qualifications
      • A Bachelor’s degree (or equivalent) in Economics, Social Sciences, Development Studies, and/or another relevant field;
      • Minimum of 2 years of experience conducting research in the context of social protection and political economy in Libya;
      • Minimum of 5 years of research experience in Libya;
      • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members;
      • Fluency in Arabic;
      • Professional fluency in English (both spoken and written) required;
      • This position is open to Libyan citizens.
      Reporting
      • This position reports to the Director of Program Management.
