      PURPOSE OF CONSULTANCY

      A PAHO Consultant may be engaged on a full-time or part-time basis for the purpose of performing a specific time-limited piece of work for PAHO in a technical advisory capacity or consultative capacity. Examples of the type of work for which a consultant contract should normally be issued are: analysis and advice on public health, medical, scientific or other health and related technical issues in countries, including the analysis of the national health situation, evaluation of national health programs, the establishment of local alliances and networks; direct technical assistance to address a particular health issue in countries (including disease outbreaks, response to emergencies, specialized training, research, development of policies, norms and protocols, etc.

      A national consultant is a locally-recruited national and/or a resident of the country where the work is to be performed. The work performed by a national consultant is local or national in scope and normally supports PAHO technical cooperation programs in the country. A national consultant will normally be hired for periods not exceeding a continuous duration of up to one (1) year, renewable, for the same tasks as described in the Terms of Reference, within the same work plan and/or project. Upon completion of a series of continuous or non-continuous contracts equaling 48 months maximum.

      Pay Band C-Senior level is applicable in cases where the work is at a level equivalent to work at the P.5/P.6/D.1 levels. This pay band should be used when recruiting senior, specialized and experienced consultants.

      DESCRIPTION OF DUTIES:

      Objetivo

      Apoyo a la Representación de OPS/OMS en Ecuador en la generación de propuestas técnicas e implementación de procesos para el fortalecimiento de capacidades, desarrollo de normativa y planificación estratégica en temas de salud mental
      a) Apoyo técnico en la planificación e implementación de las encuestas mundiales de prevención del consumo de tabaco en jóvenes y salud escolar (GYTS y GSHS)
      b) Capacitación y acompañamiento a personal de salud especializado y no especializado en salud mental, en el marco de la implementación del programa mhGAP
      c) Apoyo en la discusión de la Ley de Salud Mental y otras normativas que están en desarrollo, relacionadas a salud mental y consumo de sustancias
      d) Apoyo técnico en el desarrollo, planificación e implementación de planes de prevención de suicidio y prevención de consumo problemático de sustancias
      e) Apoyo técnico en el desarrollo e implementación de una estrategia de salud ocupacional, con el objetivo de fomentar el bienestar de funcionarios del Ministerio de Salud Pública del Ecuador (MSP), Gobiernos Autónomos
      Descentralizados y dentro de la Oficina país

      Responsabilidades

      - Reuniones de planificación y coordinación, a nivel interno de la Representación OPS/OMS Ecuador, como también con las contrapartes de MSP y otras organizaciones que trabajen por la salud mental en el país.
      - Revisión y análisis de materiales, herramientas y referencias disponibles en torno a temas de salud y salud mental.
      - Coordinación con consultores locales de la Representación que se encuentran desempeñando funciones en distintas provincias del país, con la finalidad de coordinar procesos de implementación e intervenciones enfocadas en salud
      mental.
      - Sistematización de los avances, buenas prácticas, nudos críticos, reconociendo las necesidades y formulando propuestas de mejora. De esta sistematización y análisis resultarán las recomendaciones para el acompañamiento permanente, la expansión y el escalamiento de intervenciones.
      - Otras que requiera la Representación OPS/OMS en Ecuador, en coordinación con el MSP

      Competencias

      - Conocimiento de normativas y protocolos de salud mental y de manuales y guías de salud mental o intervenciones psicosociales en distintos contextos.
      - Experiencia en herramientas metodológicas de capacitación y formación de equipos profesionales de atención en servicios de salud.
      - Experiencia en estrategias de cuidado de equipos.
      - Buenas habilidades interpersonales con amplia experiencia de manejo de grupos
      - Buen/a comunicador.
      - Buena presentación oral y escritura.

      Habilidades/Conocimientos Técnicos Especializados

      - Manejo de herramientas metodológicas especificas en:
      - abordaje de salud mental
      - Cuidado de equipos
      - Protocolos y manuales de salud mental e intervenciones psicológicas (locales, regionales y globales OPS/OMS)

      Educación

      Esencial:
      - Profesional de ciencia de la salud, ciencias Psicológicas.
      Deseable:
      - Maestría en Salud Mental, Salud Pública o relacionada

      Experiencia

      - Experiencia en la atención clínica (10 años aproximadamente), que pueda acompañar a los equipos de salud al análisis de casos.
      - Experiencia de más de 10 años demostrables en áreas de salud mental comunitaria y salud pública
      - Conocimiento del funcionamiento del Sistema Nacional de Salud y del modelo de salud mental comunitario propuesto por el Ministerio de Salud Pública.
      - Formación y experiencia en procesos de capacitación a equipos de salud con enfoques de género, interculturalidad y derechos humanos.

      Idiomas

      Español

      Conocimiento de Sistemas de Cómputo

      - Habilidad en el uso de sistemas de cómputo y el uso de programas tales como Microsoft Office Word, Excel y Outlook.
      - Conocimiento de otros programas de cómputo como PowerPoint, Microsoft SharePoint será una ventaja.

      - La consultoría está clasificada en la Banda C Máxima, con un honorario mensual de US$4,167.00.
