      Summary

      The National Project Controls Manager is responsible for contributing to the overall quality and performance outputs by the Project Delivery Services team for the Public Works and Government Services Canada (PSPC) RP1 contract.

      Respecting the client contract and internal processes, procedures and policies, the National Project Controls Manager will be support a national consistency and adherence with SDRL /DID’s / SOW / SDR as well as all related continuous improvement initiatives.

      The National Project Controls Manager will report directly to the National Director, PMO and will support both the Major Projects and Business as usual teams all who collectively support PDS in meeting internal and client objectives.

      Key Duties & Responsibilities

      Leadership

      Demonstrates strong, competent leadership for national team members to guide them in reaching their full potential and meeting their objectives, which supports achievement of our corporate goals.

      Specifically these responsibilities include but not limited to:

      Full involvement with recruiting talent

      Provides mentoring, coaching and guidance to all team members

      Manages all aspects of performance

      Proactively supports all initiatives that support employee engagement

      Analysis and Planning

      Provides benchmarking and comparative analyses to identify gaps and trends.

      Works with the National PMO team, identifies areas for continuous improvement, and participates in development and implementation plans.

      Conducts KPI analyses and benchmarking and serve as information resource for PDS KPIs.

      Auditing and Compliance

      Identifies and troubleshoots data integration and integrity issues in coordination with the appropriate departments.

      Produces spot audit trend reporting for Senior Management (e.g. project file audits, project billing audits, themed audits and other system-related audits) and identify areas of improvement.

      Manages compliance with the SDR and related PDS processes / methodology. Identify and recommend process improvement opportunities.

      Issues and tracks national non-conformances and opportunities for improvement in accordance with the quality management process, identifying root causes and – where applicable – offering suggestions for corrective action plans.

      Manages verification audits to ensure non-conformities and/or opportunities for improvement are addressed.

      Serves as a resource for data entry validation, transaction management, billing preparation, non-conformance reporting and audits and process compliance.

      Conducts verification of monthly billing and transactions reporting; Ensures compliance to established process and consistency amongst all regions.

      Provides guidance and leadership to Project Controls Analysts; assure the team meets deliverable for clients, management and other support groups.

      Knowledge and Skills

      College diploma or equivalent training associated with process management and innovation and experience that typically comes with at least up to 10 years related experience

      Advanced analytical and problem solving skills with exacting eye for attention to detail

      Strong background in Construction Project Management and the PMI principles

      Strong Quality Management background an skilled in project management

      Advanced process mapping and documentation skills

      Familiarization with ISO documentation standards

      Excellent communication skills, both verbal and written

      Demonstrated strong leadership and interpersonal skills with ability to communicate effectively with others for the purpose of providing feedback, conveying information, data exchange, clarification and follow up

      Knowledge and understanding of the Project Delivery Services for the RP1 Contract is a definite asset
