      Reporting to the Director of Human Resources and Civil Service, the Occupational Social Worker (OSW) will assist City of Pittsburgh employees seeking to overcome barriers and access resources. The OSW will partner with all Human Resources teams, City departments, and external agencies to connect employees with appropriate resources and support by conducting confidential employee meetings, conducting needs assessments, and leveraging partnerships with external agencies.

      The ideal candidate will have a strong understanding of the principles, ethics, and practices of Occupational Social Work and resource coordination.

      Qualifying Requirements :
      Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

      • WORK EXPERIENCE : The application must clearly show two (2) years of professional work experience in social work, resource coordination, human services, behavioral health, or related support services. (Less than full-time experience will be calculated on a pro-rated basis.)
      • EDUCATION/TRAINING : The application must clearly show a Bachelor of Social Work (BSW) degree from a fully accredited institution. (See NOTE under the General Application Requirements section above regarding the verification of education/training.)
      • EQUIVALENCY : Education/training may be substituted for work experience on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above. The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements section above regarding the verification of education/training).

You must pass the written and/or performance examination(s) to have your name placed on the official Civil Service eligibility list for this position.       • Adheres to and practices the professional principles, values, and ethics of social work while providing City of Pittsburgh employees confidential assistance with barrier remediation and goal achievement regardless of position title, rank, or employment status.
      • Assesses employee needs and coordinates resources available through HR & Civil Service, contracted agencies, and community partners.
      • Strengthens the collaboration with the Employee Assistance Program to establish a more concrete referral process for employee needs: counseling, financial services, caretaker services, etc..
      • Assists in conflict resolution efforts within teams by facilitating conversations and connecting employees to appropriate training or supportive services.
      • Advises management on policies to support employee well-being.
      • Assists in the administration, assessment, and evaluation of existing well-being-focused policies:
        • Track I, II, and III / Reasonable Suspicion
        • Domestic Violence Policy / Paid Safe Leave
        • Other policies or programs that involve employee mental health or referral pathways
      • Partners with HR & Civil Service teams to coordinate access to wellness services and community resources.
      • Develops wellness workshops and campaigns on topics such as burnout prevention, stress management, work-life balance, mental health awareness, etc., to promote a healthier and more productive workforce.
      • Creates and maintains a resource guide for employees and management to support employee mental health, anger management, housing or food insecurity, elder care, or childcare.
      • Tracks usage and effectiveness of referrals, wellness programming, and policy support to show impact over time.
      • Manages and expands the CityFit platform to increase participation and impact.
      • Facilitates referrals to community programs and agencies and provides follow-up.
      • Communicates with individuals and providers (when appropriate) in person, via phone, email, or MS Teams, to assess concerns and determine needs.
      • Collaborates with HR and Civil Service teams and City Departments to provide quality service to all City employees.
      • Builds a network of community resources, guidance, and supports necessary to help provide tailored plans needed for employees to thrive in their roles.
      • Performs other related tasks and duties as assigned or required.
