      As the Finance Administrator for the OHSU Practice Plan (OPP) is responsible for overseeing the SoM OPP Ambulatory areas and the Office of Community Engagement and Support (OCES). You will be responsible for administering and facilitating financial and operational processes and procedures as well as the interpreting, analysis, planning, and reporting of financial and related transactions and data. This includes management and oversight of tasks related to budgeting, financial analysis, labor, and administration. It also includes substantial decision making regarding approvals and allocations of operational expenses related to the long-term financial health of the SoM OPP Ambulatory areas. The position serves as an integral part of the OPP leadership structure, contributing to improvements in financial processes, methodology, productivity and the overall success of the Department. This position supports integration across the administrative and project responsibilities of the OHSU Practice Plan (OPP) by providing and coordinating complex financial analysis and structure to the OPP’s short and long-term goals.

      The OPP supports 2,100+ clinical faculty, clinical associates and APP’s within OHSU Health, has revenue of ~ $550+ million and just over 1 million ambulatory visits. This position works closely with, EVP/OPP CEO, VP/Chief, Ambulatory Professional Practice OHSU Health, OHSU Health Chief Clinical Officer (CCO), Sr. Associate Dean/CFO SOM, Ambulatory VP, and Senior Director of OCES to align strategic clinical goals with financial systems, reporting and financial analysis.

      Function/Duties of Position

      OHSU Practice Plan

      This position provides management and oversight over all Finance and Accounting aspects of the OHSU Practice Plan, including OCES. This includes, but is not limited to:

      • General Ledger accounting
      • Monthly/annual close processes
      • Monthly variance analysis and forecasting
      • Complex analysis of accounting/funding situations
      • Annual budgeting process
      • Development and implementation of Finance and Accounting controls/processes/procedures
      • Oversight of Professional Service/Sale of Service Contracts
      • Oversight of compensation plans and implementation of annual changes.

      Strategic Financial Standardization

      • Expert financial and analytical knowledge for the development and implementation of OHSU Practice Plan’s strategic initiatives. This role focuses on significant issues critical to the organization’s success, including developing standardized invoicing and monitoring of expenses, financial evaluation of current contracts, analysis of new business opportunities including pro-forma development and utilization of fair market value practices.
      • Drive consistency of practice across the OPP looking at financial opportunities for standardization, consolidation and centralization of activities.
      • Support key strategic initiatives including funds flow and incentive modernization efforts, support the effort to implement new compensation and employment guidelines as it relates to OHSU faculty, clinical associates and advance practice providers outside of OHSU proper.
      • Provide detailed compensation and productivity benchmarking to leadership for compensation structuring. Serve as integral department resource for aligning department specialties with benchmarking and productivity standards.
      • Financial standardization of managed care contracting contracts across the School of Medicine including compensation, overhead, professional service fee and rate setting approaches utilizing fair market value practices.
      • Collaborate with OCES Senior Director and HR to standardize recruitment processes by providing profitability financial analysis and enhancing our recruitment template processes. Provide in-depth analysis around turnover, wRVU’s, administrative to clinical FTE and other ad-hoc analysis to build profitability and opportunity picture for recruitment.
      • Partner with finance leaders to build standard financial reporting to capture down-stream revenue on the hospital to offset School of Medicine costs.
      • Finance and accounting related administration. Working with leadership to assist in development and implementation of internal policies/procedures. Serve as a liaison between OPP, Dean’s Office, CFS, HFS, SOM departments and others to stay continuously informed on changing university accounting and finance polices/procedures and ensure proper implementation.
      • Ad-hoc analysis and reporting for leadership.
      • Other projects/tasks/reporting as needed related to strategic planning and administration.

      Office of Community Engagement and Support (OCES):

      • Responsible for the financial model for employment of providers embedded at affiliate sites.
      • Responsible for contract execution, implementation, and the key components billed from OHSU for provider services.
      • Takes appropriate steps to align physician compensation with reimbursement.
      • Increase affiliate and departmental trust through financial standardization and transparency.
      • Expanded financial analysis and contracting standardization for non-affiliate community contracts.
      • Management and Development of clinical financial reporting. Responsible for routine processes/procedures including monthly/annual close, annual budgeting process, monthly variance analysis, contracts payable and receivable and other related tasks. Ensures compliance with department and university policies.

      Required Qualifications

      Education:

      • Bachelor’s degree in Accounting, Finance or Health Care Management.

      Experience:

      • Minimum of 5 years’ experience in the following:
        • Development of large and complex annual budget plans.
        • Management and oversight of routine accounting and finance transactions.
        • Developing standardized financial reporting packages for leadership.
        • Development and implementation of Finance and Accounting controls, processes and procedures.
        • Management and development of professional staff.

      Job Related Knowledge and Skills:

      • Very strong communication and interpersonal skills required.
      • Ability to create an environment of cooperation, teamwork and motivation.
      • Ability to efficiently and effectively multi-task and manage competing demands.
      • High level of organization skill.
      • Manage priorities with an attention to detail while providing a high level of customer service.
      • Must be able to maintain confidentiality of AFSCME and faculty salary information and other sensitive information.
      • Must have a working knowledge of Generally Accepted Accounting Principles (GAAP).
      • Experience and demonstrated skill with computer hardware/software including Microsoft Office products.
      • Must have advanced Excel abilities.
      • Excellent data management skills.
      • Knowledge of payroll, expense and capital policies and procedures.
      • Must be able to perform the essential functions of the position with or without accommodation.

      Preferred Qualifications

      Education:

      • MBA or CPA

      Experience:

      • Work experience in an academic health center or comparable large/complex organization.

      Job Related Knowledge and Skills:

      • Experience with faculty compensation models/plans.
      • Understanding of OHSU and OHSU Foundation policies and procedures.
      • Excellent Oracle, Cognos and TM1 skills.
