This position serves as serves as the Office of Mines and Minerals (OMM) IT Coordinator, supporting the Illinois Department of Natural Resources. This role focuses on Geographic Information System (GIS) functions and increasing GIS capabilities. This position manages, creates, and implements new databases for inventory tracking related to cost of reclamations and serves as the OMM Liaison for database questions and issues for internal employees.       Essential Functions

      30% Under administrative direction, serves as the Office of Mines and Minerals (OMM) IT Coordinator for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Natural Resources (DNR):
      • Performs complex professional and advisory information technology functions for the Department of Natural Resources, Office of Mines and Minerals (OMM).
      • Performs as an application service information system analyst under modern lifecycle methodology and standard operating procedures associated with the OMM systems including interacting with several PC LAN systems.
      • Serves as the OMM Liaison for database questions and issues for internal employees.
      • Functions as a team leader to other application service staff on various activities and projects associated with design and installation of complex information systems related to the OMM databases.
      • Monitors the development and maintenance of OMM computer systems and in-house databases.
      • Monitors and enhances the Application Markup Language (AML) database, LRD Permit system, and Paradox systems.
      • Identifies functional requirements, defines input/output, processing, and data requirements.
      • Performs high level detail design and program coding activities in the installation of complex information processing systems.
      • Designs complex programs and performs structured design reviews.
      • Develops control procedures, inputs/outputs, forms design, interactive system procedures, and user training.
      • Conducts and coordinates in-depth technical research and systems analysis.
      • Assists in interfacing management needs with information technology.
      • Provides OMM management with reports and studies.
      • Provides OMM management and staff with a high level of technical assistance in the development, evaluation, budgeting, and implementation of grant projects.
      • Utilizes .Net framework (MVC or Web API), C#, MS Visual Studio, DevOps, SQL, MS SQL Server, Paradox, web frameworks, HTML, Cascading Style Sheets (CSS), and Geographic Information System (GIS) functions and capabilities in performance of duties.


      25% Independently performs complex functional and technical activities to support a production Information system:
      • Monitors the production and database systems and introduces modifications into production.
      • Identifies system changes and develops integrated work plans and cost benefits.
      • Makes complex systems modification design changes, prepares complex modifications, and performs testing requirements.
      • Trains and assists users and operations staff in analyzing production performance and execution of technology training program in the Springfield and Benton Office.
      • Analyses and completes service requests.
      • Manages, creates, and implements a new database for inventory tracking related to cost of reclamations.
      • Monitors the tracking of EDP equipment and software.
      • Monitors the ordering and installation process of EDP equipment.
      • Evaluates systems needs as part of long-range planning efforts.

      Essential Functions continued

      25% Evaluates, tests, and recommends hardware and software product alternatives and effectiveness:
      • Performs technical studies relating to system software.
      • Implements feasibility studies for system conversions and enhancements.
      • Establishes criteria for information systems requirements.
      • Establishes system installation steps and personnel requirements.
      • Establishes conversion approach and work plan.
      • Prepares special reports to assist management in making program and policy decisions


      15% Keeps abreast of new developments in the Information Technology (IT) field:
      • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures.
      • Attends demonstrations and exhibitions related to assigned operations.


      5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

      Minimum Qualifications

      1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
      2. Requires three (3) years of professional experience in Application Development or a related Information Technology field.

      Specialized Skills

      1. Requires three (3) years of professional experience developing business software applications using any of the following technologies: .Net framework (MVC or Web API), C#, MS Visual Studio, DevOps, SQL, MS SQL Server, Paradox, web frameworks, HTML, or Cascading Style Sheets (CSS).
      2. Requires three (3) years of professional experience leading a team in an Information Technology environment.
      3. Requires three (3) years of professional experience with application development methodologies, performing business process and systems analyses, and technical writing and documentation.

      Preferred Qualifications

      1. Three (3) years of experience developing business software applications using any of the following technologies: .Net framework (MVC or Web API), C#, MS Visual Studio, DevOps, SQL, MS SQL Server, Paradox, web frameworks, HTML, or Cascading Style Sheets (CSS).
      2. Three (3) years of professional experience leading a team in an Information Technology environment.
      3. Three (3) years of professional experience with application development methodologies, performing business process and systems analyses, and technical writing and documentation.
      4. Two (2) years of professional experience conducting feasibility studies for system conversions and enchantments.
      5. Two (2) years of experience analyzing data logically and exercising sound judgement in defining, evaluating, and solving difficult administrative, organizational, technical, or operational problems where solutions may be of a precedent-establishing or research natures.
      6. Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients, and others.
      7. Ability to plan and recommend training requirements that are necessary for effective performance.
      8. Ability to coordinate the activities of work associates to achieve desired results.
      9. Developed verbal and written communication skills to present technical information to others with clarity and precision.
