      The Onboarding Coordinator/Instructional Designer plays a critical role in employee belonging and success in the Rail Division. This position reports to the Training Strategy Manager and supports Learning and Training functions at Rail. As the Onboarding Coordinator, this position coordinates, organizes, facilitates, and continually improves the new employee onboarding process. As the Instructional Designer, this position collaborates with subject matter experts, technical trainers, and others to design and develop new and revised training programs to support the many different crafts and sections at Rail.

      ABOUT METRO TRANSIT'S EXPANDING RAIL DIVISION
      Metro Transit's Rail Division is responsible for operating and maintaining Sound Transit’s Link Light Rail service on a 24.5-mile route from Angle Lake to Northgate. By the end of 2025, our Light Rail is expected to expand to nearly 60 route miles in length, with the planned addition of 19 more stations. These rail services complement Metro's robust fixed-route bus system and mobility services, and the Puget Sound transit agencies are working together to build an integrated system that lets people travel farther, faster, and more easily.

As an Occupational Education and Training Coordinator , you will also:

      • Plan, develop, coordinate, administer, promote, implement, and evaluate the Rail employee onboarding experience, including

      • Collaborate with King County Metro Human Resources, Rail Division leadership, Rail administrative support, technical trainers, and others to coordinate and schedule the different components of onboarding

      • Transport new employees to King County offices for onboarding documentation appointments as required

      • Conduct needs analysis to gather information and ensure that onboarding meets employee and organization needs

      • Facilitate components of employee orientation, including (but not limited to) welcome presentations, building tour, organization overview, introduction to employee accounts/logins/learning systems

      • Troubleshoot issues that arise during new employee orientation

      • Track new hire and onboarding information to ensure consistent processes and retain records related to onboarding

      • Lead the assessment and continuous improvement of onboarding

      • Collaborate with Rail leadership, technical training leadership, and other groups to create high-quality, relevant learning materials, including

      • Lead the design and development of new technical trainings at the request of sections/crafts

      • Conduct needs analysis to gather information and create learning experiences that meet section/craft needs

      • Provide expert advice and counsel to internal customers regarding education and training

      • Consult and collaborate on the design of leadership learning opportunities

      • Support in the development and maintenance of consistent standards and practices for materials, delivery, and assessment, including

      • Collaborate with technical trainers and craft leads/chiefs to review and update existing training materials

      • Develop and maintain quality standards for online, hybrid, and in-person trainings and training materials

      • Ensure incorporation of equity-based practices into learning experiences and training materials

      • Support the mindful adoption of technology into learning and training

      • Serve as a thought partner for the Training Strategy Manager, Technical Training Leadership Team, Senior Leadership Team, and others to ensure high quality and continuous improvement of learning and training at Rail

      • Participate in the hiring and training of personnel

      • Create and maintain a variety of documents, presentations, spreadsheets, and reports to support training and onboarding activities

      • Perform other duties as assigned


      Required Qualifications

      We are looking for candidates who have:
      • Bachelor’s degree + minimum 1 year experience creating learning materials for diverse audiences

      OR

      • A ny equivalent combination of education, course work and experience that results in the ability to perform the duties of the position.

      AND

      • Knowledge of adult learning theory, practice, and methodology, including demonstrable experience with curriculum development and assessment principles and practices.


      Additional Qualifications

      • Degree or certificate in Education, Instructional Design, or closely related field

      • Exceptional interpersonal and communication skills, including

      • Ability to listen carefully to others and meet diverse needs related to learning and training development.

      • Skill in establishing and maintaining effective working relationships.

      • Demonstrated experience collaborating with stakeholders to create training materials that meet specialized needs

      • Experience facilitating learning or training for adults

      • Experience designing assessment and evaluation of training and of training programs

      • Experience designing curriculum in multiple modalities (in-person, hybrid, online)

      • Demonstrated ability to apply knowledge of equity, inclusion, and accessibility to curriculum development and design

      • Experience using instructional design software and learning management systems


      Knowledge/Skills

      • Knowledge of techniques and strategies in conducting needs and task analyses

      • Knowledge of the construction of valid learning assessments

      • Problem-solving and analytical skills

      • Written and verbal communication skills

      • Creative thinking skills


      Licensing, Certification, and Other Requirements

      Must have a personal (non-commercial) driver’s license

      Work Schedule
      This position is non-exempt from the provisions of the Fair Labor Standards Act and is overtime eligible. Work schedule is normally a 40-hour week Monday through Friday. Negotiable start and end times. Alternate work schedules may be considered. Work outside of the normal workday will be required for meetings, events, and outreach events.

      Work Location
      The primary location of this position is 3407 Airport Way S. Seattle, WA 98134. This position will be expected to travel occasionally to the Operations and Maintenance Facility – East, located in Bellevue (1925 120th Ave NE, Bellevue, WA 98005).

      Teleworking Requirement
      The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. The expectation is to be in the office a minimum of 2 days a week (with flexibility in which days and location). Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements and travel to different bases to meet with others.

      Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
