      RAND is seeking open-source intelligence (OSINT) analysts who would like to use their technical and domain expertise to contribute to research on risks related to emerging technology, including AI, biotechnology, and cybersecurity.

      Intelligence analysts conduct research to produce actionable policy recommendations for the White House, defense department, intelligence community, and other arms of the government and industry. They analyze problems where the technical details matter and contribute to project teams that include policy researchers, engineers, and scientists.

      Intelligence analysts share and uphold RAND’s values to high-quality, rigorous analysis and objectivity, which has secured RAND's reputation for excellence and attracts studies that often pose novel challenges in analysis, modeling, research design, and computing. Analysts apply their skills in novel and flexible ways to emerging problems at the cutting edge of their fields and apply their insights to critical policy issues.

      Responsibilities:

      Intelligence analysts will use their practical knowledge and experience, coupled with their technical and methodological skills to:

      • Search for, explore, evaluate, and analyze large-scale data sources (both manually and using automated tools).

      • Develop assessments that are directly relevant to United States and global security.

      • Collaborate closely with a range of technical, policy, and intelligence professionals.

      • Drive priorities and establish methodologies for broader intelligence-gathering efforts.

      Qualifications

      All research positions at RAND require excellent analytic skills; the ability to communicate clearly and effectively in English, both orally and in writing; the ability to work effectively as a member of a multi-disciplinary team; and possess a strong commitment to RAND's core values of quality and objectivity. In addition, successful applicants will have:

      • Strong ability to incorporate qualitative information into a holistic picture

      • Ability to work with standard and proprietary intelligence tools

      • Proactive, independent, able to drive priorities and rapidly learn new tools

      • Experience coding in Python or similar scripting language

      • Ability to teach relevant tools and methodologies

      Education Requirements

      An undergraduate degree is required; Masters degree or equivalent experience is preferred.

      Experience

      • At least 3 years experience in full-time professional intelligence collection or threat analysis.

      • Experience developing new collection or analysis tools

      • At least one year of intelligence experience outside of government.

      • Preferred: experience in U.S. intelligence, military, or law enforcement; experience in public health, epidemiology, medicine, or biological science.

      • Preferred: experience or training in biology, biotechnology, artificial intelligence, cybersecurity, or related fields

      Security Clearance

      U.S. security clearance, or the ability to obtain clearance, is preferred.

      Location

      We are actively hiring for this position in San Francisco, CA where we have work and meeting space for projects focused on AI, as well as in our RAND offices in Washington, DC; Santa Monica, CA; Pittsburgh, PA; and Boston, MA.

      We offer a hybrid work arrangement, combining work from home and on-site options in these locations. Fully remote work may also be considered.

      Term

      This position is a 2-year term position with a possibility of renewal each year for up to 3-years. RAND does not provide relocation support for this role.

      Salary Range: $52,000 - $192,100

      • Analyst I: $52,000 - $71,500

      • Analyst II: $62,400 - $85,800

      • Analyst III: $88,000 - $121,000

      • Analyst IV: $99,200 - $143,900

      • Analyst V: $125,900 - $192,100

      Hiring ranges for Technical and Quantitative Analysts are slightly higher than the ranges shown.

      RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
