      What you need to qualify

      Five years of professional-level evaluative, analytical and planning work experience.

      Education will substitute for experience based on the following:

      • Associate degree substitutes for 18 months of experience.

      • Bachelor's degree substitutes for three (3) years of experience.

      • Master's degree substitutes for four (4) years of experience.

      • Doctorate degree substitutes for five (5) years of experience.

      Essential attributes

      We are looking for candidates with:

      • Attention to detail.

      • Experience that demonstrates knowledge of the philosophy of self-determination, individual choice, and the practice of person-centered planning and how this relates to supporting individuals experiencing disability to live whole lives in their communities.

      • State or federal financial budget or fiscal experience.

      • Experience measuring contract deliverables, ensuring contract timelines are kept/met, invoices paid timely, etc.

      • Experience developing and monitoring complex budgets and familiarity with Federal grant guidelines, requirements, and procedures.

      • Ability to adapt your written and verbal communication style based on the recipient’s style/preference. You will communicate verbally and in writing with staff from a wide variety of ODHS programs and other state agencies, contractors, council members, National Technical Assistance professionals and support staff, and individuals from organizations which the Council has partnerships, etc.

      • Ability to work independently, plan work effectively, and self-initiate activities.

      Your duties at a glance

      The Oregon Council on Developmental Disabilities (OCDD) is a federally mandated and funded program, taking independent positions and pursuing activities, in order to implement the Developmental Disabilities Assistance and Bill of Rights Act of 2000, PL 106-402. The Council’s Designated State Agency, the Oregon Department of Human Services, Office of Developmental Disability Services, provides administrative support and assumes requirements for compliance with our Federal funding agency.

      As the Operations Administrator you will be part of a program that provides services unique in the nation, operating statewide with a staff of approximately five people. Your daily duties will vary widely. Your primary duties will be to manage all hands-on operational aspects of the Council; however, as we are a small team all of us need to chip in to ensure the success of the Council. This means we all work together to ensure all functions are completed, no matter what needs to be done.

      This job will keep you busy. Because you will be responsible for a wide variety of things, no two days will be the same. You will interact with a wide variety of individuals on a regular basis; ensure that the Council has the proper operational controls, administrative and reporting procedures, and systems in place to operate effectively to ensure financial strength and operating efficiency; and perform high level administrative, technical, and professional work in conducting the day-to-day operations of the Council and providing professional assistance to the Executive Director.

      Working conditions

      • You must have a valid license to drive or other acceptable method of transportation.

      • You will work a flexible schedule with varied shifts or hours within a 40-hour work week. This position is a Hybrid working schedule.

      • Within your hybrid work schedule, you will be required to report to our office in Portland.

      • Your work will include in person, virtual and phone meetings, using a computer and other office equipment provided by the Council.
