Develop program goals, establishing and aligning Service Level Agreements and CountyStat elements as necessary to meet performance targets, while maintaining a progression relative to improved efficiency and effectiveness across reporting Divisions and operating units.
Implement and manage the Road Rehabilitation and Maintenance workorder management system for the Office of Highway Maintenance.
Review, assess and evaluate resources, material and equipment needs relative to Road Maintenance Rehabilitative and Maintenance efforts, ensuring a systematic approach to the processing and completion of critical field operations activities and assignments.
Develop the operational budget for Road Rehabilitative and Operational services, determining fiscal year needs.
Evaluate cost impacts across each season or quarter of work and recommend and adjustment the budget as needed in concert with the Associate Director and the Agency's Fiscal Office.
Routinely assess daily workload levels via reporting tools and engage with Chief and Line Level Crew Supervisors, rendering: advisement and direction relative to any necessary or required adjustments that will aide with optimal workload management in the field.
Develop in partnership with the Associate Director, timelines relative to implementation of the workorder management system, to include phased system activations, as needed and/or required.
Evaluate workforce schedules against program deliverables and project timelines, advising leadership and management on any adjustments and/or mitigating factors that may affect (positively or adversely) the workforce's ability to meet the organizational service delivery objectives.
Participate in conjunction with agency leadership and personnel labor liaisons, in personnel and labor engagement meetings as necessary and/or required, to include but not be limited to AFSCME contract negotiation preparation discussions at the agency level, Joint Labor/Management Task Forces, Personnel mediation, grievances and/or disciplinary notice meetings, classification studies and position audit reviews.
Work in partnership with Agency Workforce Development Coordinators and Safety and Risk Officers to review training requirements relative to program roles and responsibilities, establishing a continuing education plan that ensures compliance with Field Operations standards and requirements, to include on-the-job (OTJ) training cycles.
Establish a business process and plan of action that supports the agency's ability to operate in non-weather related emergency events to include those that fall under specific ESF categories for the County as assigned through the Office of Emergency Management and State.
Provide Snow and Ice Control direction and guidance relative to the planning, management, and deployment of critical support elements to include Operational Management, Snow Plan Development1 Logistics, Equipment mobilization and Community Engagement.
Master's degree in Public or Business Administration or related field, and
Two (2) years of progressively responsible experience in governmental activities.
Possess and maintain a valid driver's license.
Must pass a pre-employment drug/alcohol screening.
Be willing to participate as an essential employee in the Department's Snow and Ice Control Program and during other emergency/special activities as assigned.
Meet all training and performance standards and demonstrate proficiency as required by the agency.
Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.

The Prince George's County Department of Public Works & Transportation (DPW&T) is currently seeking highly qualified applicants to fill an Operations and Rehab Manager (Grade G31) position in the Office of Highway Maintenance .
About the Position :
This is management level, professional, and administrative generalist work performed in conjunction with the administration of the Department's Road Maintenance and Rehabilitative Programs. The incumbent in this role will provide key management level, administrative, and technical oversight for programs to include workorder management, 457, road crack sealing, paving, concrete, mowing, litter control, pothole repair, and illegal dumping. This position will ensure operational efficiency and effectiveness of road rehab and operational maintenance work across multiple field locations to include the Department's Forestville, Glen Dale and Brandywine worksites.
About the Agency:
The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area -- all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.An equivalent combination of relevant education, training and experience will be considered.
