      The primary purpose of this Operations Research Analyst position is to serve as a developmental Operations Research Analyst, performing operational research duties in support of assigned program(s) or financial management/operational research functional. The full performance (target) and out-placement broadband level for this position is NH-3.

      Duties


      NH-02
      1. Performs routine, continuing cost analysis assignments and basic cost estimating tasks (Component Cost Analysis (CCA) Program Tasks).

      2. Provides support to senior analysts, Division Chief and Technical Director in development of cost data bases, parametric relationships, cost estimating software and documentation, and research reports.

      3. Initiate and accomplish special projects for applicable organization. Evaluates cost analysis studies to determine total resource requirements for advanced weapon systems and automated information systems.

      4. Performs special assignments according to formal training plan. Attains pertinent knowledge of the mission, values and organizational goals as it relates to financial management field.

      Qualifications


      BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

      In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

      1. Degree in operations research; or at least 24 semester hours in a combination of
      operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses
      requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours
      must have been in calculus. This series covers positions that manage, supervise, lead, or perform scientific work
      that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific
      methods and techniques. The work also involves analyzing management problems and providing advice and
      insight about the probable effects of alternative solutions to these problems. The primary requirement of the
      work is competence in the rigorous methods of scientific inquiry and analysis.

      2. Employee must be able to obtain and maintain the appropriate security clearance as a condition of
      employment.

      3. May be required to travel by military or commercial aircraft in the performance of TDY assignments.

      4. The employee may be required to work overtime on an emergency basis.

      5. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

      6. Performs other related duties as assigned.

      KNOWLEDGE, SKILLS and ABILITIES:

      1. Professional operations research knowledge to design, develop and adapt scientific methods and techniques to analyze management problems and procedures.

      2. Analytical skill to develop models which simulate operations through use of mathematical techniques and to use analytical models with critical judgment.

      3. Ability to recognize problems and develop solutions.

      4. Ability to communicate effectively both orally and in writing.

      5. Knowledge of computer operations and standard software applications.

      PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
