- Bachelor's degree in any field.
- Four (4) years professional level experience in operational analysis which involved:
- Collection/analysis of data
- Evaluation of program/process effectiveness a nd/or
- Identifying areas for improvement and existing barriers to program/process.
- High school diploma or GED plus eight (8) years of required experience will meet the education and experience requirements.
- Associate degree in any field plus six (6) years of required experience will meet the education and experience requirements.
- Master's degree (or higher) in any field plus two (2) years of required experience will meet the education and experience requirements.
- Valid driver's license with good driving record
- Experience with ISO 9001-Quality Management program
1 Knowledge and/or training in Data Analysis, Data Modeling, Dimensional Modeling and Data Warehouse concepts.2 Through knowledge of project management principles.
3 Knowledge of research methodology.
4 Knowledge of statistical analysis.
5 Technical knowledge of the project’s subject matter sufficient to operationalize complex project activities.
6 Ability to manage unit/program activities.
7 Ability to disseminate information through the preparation of concise reports.
8 Communicating effectively verbally and in writing.
9 Establishing and maintaining strong working relationships.
The salary listed on the job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
The Operations Research Analyst provides analytical information to management regarding department procedures, processes, and structure to assist management in organization improvement. 1 Provides analytical information to management regarding department procedures, processes, and structure to assist management in organization improvement.2 Evaluates, reviews, analyzes, and determines effectiveness of current practices, policies, and programs; identifies ways to improve the department through regular and ongoing review of processes, procedures, and structure.
3 Conducts and performs research and logical analysis of procedural, financial, and structural barriers to determine areas of needed improvement; recommends improvement strategies for restructuring or redesigning based on findings.
4 Appraises and evaluates the desirability and feasibility of fiscal and program restructuring; develops or directs the development of recommendations to senior management.
5 Analyzes procedural, financial and structural barriers to provide effective and efficient delivery to the department including an analysis of the flow of service delivery and the interrelationship or program components.
6 Analyzes client requests and provides guidance and technical assistance in obtaining accurate information from the City's core data source; counsels clients in interpreting and summarizing statistical results; performs statistical programming utilizing a variety of statistical software packages to summarize data and create reports and/or visual representations.
7 Serves as the expert for various special projects as assigned by management; provides analysis based on strong data and information.
8 Assist management with research, data analysis and drafting presentations; participates in professional development and educational conferences; learns new and updated software, programs, and tools.
9 Performs any and all other work as needed or assigned.
