      Bachelor’s degree in Accounting or Business; master’s degree or CPA preferred; four years of progressive, professional experience in a complex accounting or finance environment, plus two years of auditing or financial statement preparation; or equivalent combination of training and experience.

      Advanced knowledge with internal controls, grants and generally accepted accounting principles; ability to interpret professional accounting/auditing standards and federal/state regulations and compliance requirements; ability to maintain financial records and prepare annual reports for complex organizations; excellent oral and written communication and analytical, problem resolution skills; ability to work independently as well as a coordinating/collaborative manner, excellent PC skills preferably with database development experience.

      Pre-employment drug testing, FBI criminal background check, and education/degree verification required. Under general supervision, performs work of considerable difficulty in establishing, maintaining, and monitoring grant policies/processes to ensure strong internal controls, compliance with requirements, and maximization of the county’s financial return and to establish and execute accounting, financial reporting, and audit coordination processes for multiple independent authorities.

      The OAA Administrator will also….
      •Develop, maintain, and monitor policies/processes that establish accountability for program, compliance, internal control, and financial elements of grants/federal funds, with emphasis on single audit major programs, including serving as a consultant and training departments on general and specific requirements to eliminate questioned costs, non-compliance/internal control weakness findings, and qualified audit opinions;
      •Establish and monitor grant application processes that ensure analysis of short and long-term financial impact on the County and maximize reimbursement for indirect costs associated with grants;
      •Maintain the general ledger and prepare annual audited financial statements in accordance with generally accepted accounting principles for multiple, complex, independent authorities including coordination of the external audit with independent auditors;
      •Review, analyze, and interpret draft legal documents for planned new authorities;
      •Provide information, guidance, and training to departments regarding potential funding sources, grant writing, and grant management;
      •Coordinate development of earmark appropriation requests and prioritization by deputy county administrators/county administrators.
      •Administer and track Opioid Abatement funding.
      •Primary Contact for Granting Agency Information and working with community partners for collaborative grants and establish relationships with these community partners for open communication sharing.
      •Report preparation/tracking/monitoring for all tracking and grant record-keeping systems and all data collection.
      •Monitor to meet all grant reporting requirements for County and OAA and regional partnerships.
      •Update County Admin groups to be transparent with Grant Project progress and work directly with Opioid Abatement Authority. Perform other work as required. Monday - Friday; 8:30 a.m. - 5:00 p.m. Duration is one year with up to four one year renewals for a total of five years.
