      Harris County Universal Services (Universal Services) is transforming the way the County does business and seeking an Organizational Change Management Analyst to join our team.


      Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.


      Harris County is the third largest and most diverse county in the nation, with a population of more than 4.7 million. Harris County Commissioners Court, the County’s governing body, directs a budget of more than $4 billion providing essential services including flood control, infrastructure, healthcare, housing, and justice administration.

      Position Overview:

      The Organizational Change, Analyst will lead and support the adoption and integration of digital tools, systems, and processes during the lifecycle of enterprise-level projects.


      Job Responsibilities:

      • Responsible for planning and executing change strategies, driving stakeholder engagement, and fostering a culture of continuous improvement and streamlined communication.

      • Position works closely with cross-functional teams—including Digital, IT, leadership, and business stakeholders—to ensure that change initiatives are successfully implemented with minimal disruption and maximum adoption

      • This role will also involve communicating change impacts, developing training and support materials, and assessing readiness across teams

      • Partner with project managers and business leaders to develop and execute tailored communications for change management

      • Channel Selection: Choose the appropriate communication channels and updates channels (e.g., newsletters, presentations, meetings) to reach different audiences effectively.

      • Develop Training Plans: Create comprehensive training programs that address the specific needs of the organization and its employees.

      • Design Training Content: Develop engaging and effective training materials, including presentations, workshops, and online modules.

      Education:

      • Bachelor’s degree in Communications, Public Relations, or a related field.

      Experience:

      • 5 + years of experience in internal communications, corporate communications, or change management.

      Knowledge, Skills, & Abilities:

      • Proven ability to develop and draft clear, compelling communications, translating complex information into relevant, timely, and valuable content.

      • Strong analytical and problem-solving skills, with the capacity to analyze and use data to improve internal communications efforts.

      • Excellent organizational skills with the ability to manage multiple complex projects and work streams from start to finish.

      • Experience working in cross-functional teams to deliver high-quality, impactful work within tight deadlines.

      • Ability to adapt to changing priorities and deadlines while maintaining a high level of professionalism and focus.



      Applicants for this position will be subject to a criminal background check that includes being fingerprinted.       Automatic Disqualification:

      • Convictions, probation, or deferred adjudication for any Felony, and any Class A Misdemeanor
      • Convictions, probation, or deferred adjudication for a Class B Misdemeanor, if within the previous 10 years
      • Open arrest for any criminal offense (Felony or Misdemeanor)
      • Family Violence conviction

      • Organizational Change Management Certificate

      Experience:

      • Experience developing and executing effective change communications strategies.

      • Background in the technology industry or advisory work within technology environments.

      Knowledge, Skills, and Abilities:

      • High attention to detail and the ability to prioritize effectively.

      • Confidence in thinking creatively to solve challenges

      Location:

      Work Arrangement:

      • Hybrid, 4 days in the office and 1 day at home post 90 days employment



      Employment may be contingent on passing a drug screen and meeting other standards.
