      OPEN RECRUITMENT - ONE YEAR PROBATION PERIOD

      Under the direction of senior management, this non-sworn management position is responsible for the oversight of Police Parking Operations, Contracted Parking Operations, Police Department Front Desk Operations, and Police Services personnel assigned to Parking/Traffic/Patrol.

      Essential functions of the job include, but are not limited to, the following:
      Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

      Conducts surveys, analysis, and interprets data concerning parking programs. Makes recommendations based on the findings of surveys and studies.

      Evaluates and recommends solutions to parking related issues.

      Manages Police Department Parking Bureau, Front Desk Operations, Police Services Officers (PSO) assigned to parking/traffic that provides supplemental support to Patrol and Traffic.

      Manages and prepares the service contract documents for the City's contracted parking operation.

      Enforces parking regulations by writing citations and arranges for vehicles to be impounded.

      Serves as a member of the Department's management team in problem solving, decision making and strategic planning for the future. Enforces Departmental rules, regulations, and general orders. Serves as Department liaison with other Parking operations and management professionals, such as Public Works, private contractors, and other law enforcement agencies.

      Inspects personnel and equipment and coordinates special investigations

      Prepares and authors City Council reports, comprehensive reports and/or proposals for services to assist the department.
      Conducts surveys and maintains records.

      Formulates and administers parking policies and procedures.

      Trains, supervises, reviews, and evaluates employees' job performances and recommends appropriate personnel action.

      Represents the Police Department at public or community functions/events and makes presentations.

      May drive on City business as necessary.

      Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.

      Trains and mentors support staff as it relates to parking enforcement, front desk operations, and supplemental field operations in support of traffic and patrol.

      Performs other related duties as assigned or as the situation requires.Experience
      Three years of recent supervisory experience in a law enforcement parking enforcement bureau.

      Education/Training
      A Bachelor of Arts or Science Degree with major course work in Public Safety, Public or Business Administration, or a related field.

      License(s) / Certification(s)
      Valid Class C California driver's license.

      Special Conditions
      TATTOO POLICY - Unless otherwise exempted, no employee of the Glendale Police or Fire Department shall have any visible tattoos or other skin markings.

      Knowledge, Skills & Abilities
      Knowledge of:
      Basic mathematics.
      Basic spelling, grammar, and punctuation.
      California penal, vehicle, and other related codes.
      Parking operations and management principles.
      Parking program development, management, and operations.
      City of Glendale and Glendale Police Department policies and procedures.
      Standard law enforcement operations and practices.

      Skill in:
      Making accurate independent management judgments and decisions based on situations and standard policy or procedure.

      Ability to:
      Provide exceptional customer service to those using Police Department services.
      Model and practice the highest standards of ethical conduct.
      Act as a liaison to other Departments on parking or contract services.
      Evaluate, recommend, and implement solutions to parking related issues.
      Communicate effectively in English, both orally and in writing.
      Consistently exercise good judgment and reasoning.
      Deal tactfully and courteously with the public.
      Develop necessary skills from on-the-job training and meet standards of performance for the classification by the end of the probationary period.
      Effectively train and supervise subordinates.
      Establish and maintain smooth working relationships, resolve inter-personal conflicts, and tactfully deal with all levels of employees and the public.
      Complete staff work and present at City Council, Boards and City commission meetings.
      Foster a teamwork environment.
      Learn new information and initiate improvements in technical and procedural areas.
      Learn penal, vehicle, and other codes.
      Learn the standing policies and procedures pertaining to police operations.
      Listen and ascertain relevant information quickly and accurately.
      Maintain confidentiality of information when necessary and prudent.
      Make independent decisions in accordance with established policies, procedures, regulations, and ordinances.
      Multitask in a fast-paced working environment.
      Organize, assign, and schedule workload among employees.
      Provide effective leadership.
      Quickly and accurately operate complex computerized and mechanical equipment.

      ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and general background for the position.

      Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

      BACKGROUND INVESTIGATION: A comprehensive background investigation will be conducted on all finalists, which will review and verify personal history including, but not limited to financial responsibility, criminal history, drug use history, driving record, and verification of application materials. Significant issues or omissions in the above-stated areas may be grounds for disqualification. Background investigation will include a polygraph and Livescan fingerprinting.       TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Any evaluation will be based on the candidate's education and experience as related to the position. Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position.
