- Patrols City streets, parking lots, and parking structures in a vehicle, a three-wheeled motor scooter, and/or on foot; issues citations for violations of parking regulations, laws, and ordinances; advises drivers to move vehicles as appropriate.
- Issues citations and warnings for non-compliance with a handheld device.
- Checks parking meters and pay stations for proper operation; makes minor repairs or replaces meters that cannot be repaired in the field; prepares work orders for meter repair/replacement.
- Observes and reports the need for work orders to maintain signage, curb painting, stenciling, and tree trimming.
- Provides information to the general public on laws, regulations, and ordinances affecting parking; provides general assistance to all with emphasis on customer service.
- Monitors parking spaces used/blocked by construction projects; follows up to ensure contractors pay for spaces.
- Locates and identifies vehicles registered to habitual parking offenders; initiates tow of vehicles.
- Confers with Parking Services Manager and supervisory staff regarding changes or improvements to metered spaces or special purpose zones.
- Acts as liaison between public and the City.
- Testifies in court as required.
- Performs related duties similar to the above in scope and function as required.
- Techniques for providing a high level of customer service to the public and City staff.
- Learn state and local laws, rules, and procedures related to the enforcement of the City’s parking regulations.
- Learn the geography of the City.
- Exercise proper judgment, tact, and diplomacy in interacting with people.
- Enforce parking rules and regulations fairly and impartially.
- Read, understand, and interpret the City’s parking policies and regulations.
- Safely operate a vehicle or three-wheeled, automatic transmission motor scooter.
- Maintain accurate records and reports.
- Perform minor mechanical operations.
- Understand and follow both oral and written instructions in an independent manner.
- Effectively and tactfully communicate in both oral and written forms.
- Establish and maintain effective work relationships with those contacted in the performance of required duties, including diverse internal and external customers.
- Work with diverse populations and maintain an inclusive environment.
- Work nights, weekends, rotating schedule, overtime, and holidays.
- A valid California class C driver's license and a satisfactory driving record.

JOB SUMMARY :
Patrols assigned areas in order to gain compliance with parking regulations by verbal warnings, written warnings, and issuing citations; and checks parking payment equipment for proper operations.
CLASS CHARACTERISTICS:
This classification may initially function at an entry level but is expected to reach full journey level requiring knowledge of City parking rules and regulations and the ability to courteously and tactfully interact with the public. This class is distinguished from Parking Enforcement Officer II in that the latter leads the work of Parking Enforcement Officers I and performs the more technical and complex parking enforcement tasks.
SUPERVISION RECEIVED AND EXERCISED :
Employees in this classification receive general supervision from the Supervising Parking Enforcement Officer or other supervisory staff within a framework of standard policies and procedures. Work direction may be received from a Parking Enforcement Officer II.
EXAMPLE OF DUTIES AND RESPONSIBILITIES :

Knowledge of:
High school diploma or G.E.D.;
and
One year of experience involving frequent public contact, preferably including customer service or hospitality experience.
or
An equivalent combination of education and experience.
