- Typical shifts are Mon-Fri or Tue-Sat, 8:00 am to 5:00 pm or 9:00 am to 6:00 pm. One Saturday shift supports downtown markets and starts at 6:30 am.
- Shifts in the UO campus area vary and may require working as late as 11:30 pm.
- Initial 4 month training schedule will be Monday through Friday; 8:00 a.m. to 5:00 p.m.
- Monitor city streets and off-street transportation facilities on foot or in a vehicle for compliance with applicable city codes. The objective of this responsibility is to promote public safety, economic activity, and neighborhood livability by providing a visible presence on the street through education, problem solving, conflict resolution, and gaining compliance with municipal codes, and regulations.
- Respond to police and other referrals on abandon vehicles, writes citations, tags vehicles for impounds and schedules vehicles for tow, immobilizing and impounding vehicles in violation of codes.
- Observe potential public safety or regulatory issues in the environment and refer to the appropriate departments/agencies (e.g., report infrastructure problems to Public Works, land use issues to Code Compliance, accidents or possible crimes to Eugene Police); assist federal, state and local law enforcement or other government and public agencies as appropriate (e.g. help locate vehicles/persons of interest, direct traffic, assist with emergency impounds of vehicles).
- Respond to complaints about municipal ordinance violations or services, using situational awareness and conflict resolution skills to defuse volatile or potentially violent interactions and achieve a satisfactory outcome for the complainant and the City.
- Maintain detailed forms, records, and reports for use in enforcement activities through use of multiple technology-based applications.
- Support Emergency Management response actions for traffic control, emergency vehicle routing and pedestrian control and guidance.
- Represent the City of Eugene in Municipal Court open sessions; prepare and present testimony at trial or for written appeals; act as an agent of the Court while impounding/releasing/towing vehicles; maintain and update case documentation, database records and program files for legal proceedings.
- Provide emergency assistance, including the administration of basic first aid and coordination with law enforcement and emergency medical services as needed.
- Identifies and reports defective, missing or damaged meters, traffic control devices, and other irregularities; performs general cleaning and minor maintenance of parking meters and collects revenue.
- Coordinates activities with other government and public agencies as appropriate; assists local law enforcement and the public with locating vehicles/persons of interest.
- May provide assistance with or report hazardous traffic conditions or safety problems, including directing traffic.
- Provides recommendations to supervisor for changes in parking requirements in relation to parking demand and use, based on experience, observations, and knowledge of area businesses.
- Provides assistance and general information related to program area to a diverse population. This may include explaining code and policy requirements and utilizing situational awareness and conflict resolution to deescalate emotional or physical situations.
- Actively supports and respects diversity in the workplace.
- Performs other related duties as assigned.
- Possession of, or ability to obtain within 30 days of hire CPR/AED and First Aid training certificates.
- Possession of, or ability to obtain within 30 days of hire State of Oregon flagger certification.
- Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Parking Services Officers routinely drive vehicles as part of their shifts.
- One year experience in curb management, interpretation/compliance enforcement of municipal/state traffic and parking codes. social services, safety/security role or similar customer service role.
- Lived experienced, and/or working with people with mental health or addiction issues and people in trauma or crisis.
- Intermediate computer skills.
- Coursework in Criminal Justice, Business or Public Administration, Public Relations, Counseling, Mental Health fields or related field desirable.
- City geography and street locations including property line and public right of way or ability to learn in a reasonable period of time.
- Applicable state and city laws, codes, zoning, and administrative rules and legal procedures or ability to learn in a reasonable period of time.
- Effective customer service practices, including conflict management, situational awareness, and problem solving.
- Familiar with Payment Card Industry Data Security Standard standards and common methods of skimming/fraud.
- Independently exercise knowledge and discretion to assess violations and develop solutions while maintaining composure and professionalism during emotionally charged customer interactions while delivering exceptional customer service.
- Work independently, as a team member, and with the public using effective verbal and written communications and task prioritization.
- Firmly, but tactually and courteous, defuse any confrontational situations with the public. Prepare and maintain accurate records and reports for retrieval when needed.
- Operate and use program related equipment and software programs.
- Safely drive vehicles and cautiously maneuver vehicle through vehicle and pedestrian traffic.
- Lift up to 25 pounds and squat to place vehicle immobilizers.
- Maintain high levels of customer service and resolve complex conflict situations using de-escalation techniques.
- Apply compliance actions while balancing social and human impact.

The City of Eugene Parking Services Team is hiring Parking Services Officers . Parking Services Officers enhance neighborhood livability and encourage economic activity by monitoring assigned areas, issuing parking citations, and responding to citizen complaints in order to enforce parking and related, non-moving traffic ordinances and policies. Salary Range: $44,761.60 - $55,702.40 Annually; $21.52 - $26.78 Hourly
