- Plans, organizes, assigns, supervises, and reviews the work of parking enforcement; interviews and participates in selecting new unit staff; supervises and evaluates staff performance; establishes performance expectations and professional development targets; regularly monitors performance and provides training, coaching and mentoring for performance improvement; recommends performance recognition when warranted; with management concurrence, implements the progressive discipline process to address performance deficiencies, in accordance with City human resources policies and labor contract agreements.
- Plans, organizes, coordinates and evaluates the activities of the Parking Enforcement program; identifies divisional needs, evaluates data, researches, recommends, develops, and implements procedures and instructional materials to assist in accomplishing program goals.
- Serves as liaison to the community and City departments for various parking related program and operational needs; handles parking enforcement complaints by investigating and resolving complaints, uses tact, diplomacy, and discretion when dealing with sensitive and complex situations; performs a variety of public relations and outreach work related to assigned activities.
- Provides administrative support within the Division; conducts research, analyzes data; prepares written and statistical reports; conveys findings and takes necessary corrective action; collaborates with colleagues through effective interpersonal, written, and oral communication skills.
- Coordinates with City department representatives to determine City needs and requirements for contractual services; negotiates contracts and agreements; oversees technical consultants' work products to ensure adherence to City standards and legal provisions; ensures that deliverables are submitted on time within the budget, and that progress and payment requests are consistent with City policy and contract provisions.
- Oversees and participates in the inspection of all parking enforcement staff equipment; monitors and maintains vehicles and equipment by periodically inspecting and troubleshooting equipment malfunctions; contacts relevant equipment vendors to repair equipment as needed; orders supplies and equipment and monitors section purchases and purchase orders.
- Develops, maintains and reviews staff, financial, and statistical reports related to expenditures and revenues.
- Conducts field inspections; reviews, approves and denies permit applications; investigates and responds to public inquiries regarding traffic services and related matters.
- Oversees and personally performs parking enforcement duties, including writing and issuing notices of violations; understanding of federal, state, local, and municipal codes, ordinances, and regulations pertaining to parking enforcement, works evenings, weekends, and holidays as mandated by the various event schedules.

- Graduation from high school or the equivalent.
- Completion of 30 semester units of college-level coursework in general education from an accredited college or university.
- Three (3) years of recent, paid work experience in law enforcement and/or parking enforcement fields.
- At least two (2) years of recent, paid work experience must include supervising or coordinating and leading the work of others.
- Experience with Microsoft Office Suite, including Outlook, Excel, Word, Teams, and PowerPoint.
- Experience with License Plate Recognition enforcement systems.
- Parking Mobility Industry certificate, such as Foundations of Parking Enforcement, Hearing Examiner, Parking Enforcement & Compliance Professional, etc.
- Direct oversight of Parking Enforcement Training Program
- Experience administering a contract for deliverables and on-going performance
- Bilingual in English and Spanish.

Annual control rate: $83,196.00The City of Pasadena Department of Transportation is seeking a Parking Services Supervisor to oversee all Parking Enforcement Operations activities for the City of Pasadena. The current vacancy is in the Parking Division of the Department of Transportation and reports directly to the Parking Manager, or designee.
The ideal candidate will be a technical expert in their field, aware of external factors affecting their field, and demonstrate substantial knowledge and experience working with a diverse team. The successful candidate will have knowledge of applicable enforcement codes, safety practices, and effective leadership skills to ensure that parking enforcement activities are carried out effectively while maintaining high-quality customer service.The Parking Services Supervisor must demonstrate expertise in field enforcement, possess solid written and oral communication skills, apply strategic perspective, leverage technology, and display a strong work ethic and professional integrity.

The tentative selection process will consist of a combination of training and experience evaluation, Subject Matter Evaluation (SME), written or performance exam with a structured panel interview, and a department-level interview.
