      The City of Elk River Parks and Recreation division is seeking a motivated leader to fill the Parks and Recreation Manager vacancy. Located on the Mississippi River and Lake Orono the City plays host to the Riverfront concert series, Elk Riverfest, and many other exciting community events. The City boasts 1,444 total park acres including three conservation/scenic areas. Come work in a collaborative environment with an amazing team where you can focus on your niche.

      Qualified candidates must possess a related Bachelor's degree, 5 years related work experience, 3 years supervisory experience, experience working with volunteers, youth associations, and civic groups, familiarity with natural resource management, and a valid driver's license and good driving record.

      Starting salary is $112,081 on an annual basis. 2024 salary range is $112,081 to $131,860.

      As this is a management position, the hiring process will include a Leadership Assessment.

      Position Summary

      The Parks and Recreation Manager is responsible for providing effective leadership in planning, development, and implementation of a comprehensive park and recreation program to ensure appropriate and high-quality park facilities and recreation programs.

      Essential Functions

      1. Manages recreation programming.
        1. Manages and coordinates the planning of city recreational programs, including those at the multipurpose facility, YMCA, and library.
        2. Oversees the preparation of and evaluates all recreational programming to ensure established goals are met and recommends changes as needed.
        3. Oversees scheduling and use of park facilities; works with the school district for the maximum utilization of facilities and resources.
      2. Facilitates the development of sustainable park system amenities and facilities.
        1. Ensures the development of parks, facilities, and recreation programs.
        2. Formulates short and long-range strategies for and oversees the acquisition and development of land for parks and the preservation of sensitive ecosystems.
        3. Executes the adopted park plans, selects, and manages consultants and executes construction contracts.
        4. Coordinates review of land use applications for consistency with the Master Park Plan.
      3. Identifies grant opportunities for park system and facilities.
        1. Seeks, develops, and implements grants for facilities and programming as applicable.
        2. Ensures that all grant requirements are met.
      4. Assists with short and long-term planning & budgeting.
        1. Reviews and updates master plans and coordinates park planning with other jurisdictions.
        2. Oversees the periodic survey of park and program constituents for planning purposes.
        3. Directs the development of long-range plans and budgets for the development of facilities to maximize use of land, amenities, and funds identified for recreational use.
        4. Provides expertise on various land use controls and funding mechanisms that will promote the maintenance and expansion of parks, trails, and recreational programming.
        5. Prepares and submits for approval the annual division budget, including fees and charges. Oversees the implementation of approved budget.
      5. Performs staffing and personnel activities.
        1. Assigns work, schedules employees and coordinates volunteers, athletic associations, or civic groups for park system maintenance or programming purposes.
        2. Assesses and manages employee performance and disciplines employees when necessary; performs timely annual performance reviews of all employees supervised.
      6. Performs communication and reporting activities.
        1. Composes documents, edits written materials and writes routine correspondence and reports, responds to requests for information and complaints.
        2. Communicates openly and effectively with staff, the city administrator, commissions, city officials, and the public.
        3. Ensures programs and facilities are properly marketed to the community.
        4. Coordinates and collaborates with civic clubs and organizations on community projects.
      7. Performs other essential job duties.
        1. Regular and timely work attendance.
        2. Attends safety training and follows all safety procedures.

        Required Knowledge, Skills, and Abilities

        • Knowledge of design and landscaping principles for public parks, trails, and facilities.
        • Conflict resolution skills.
        • Ability to communicate effectively, both orally and in writing.
        • Ability to research and conduct studies related to trends and issues and update plans accordingly.
        • Ability to effectively manage multiple projects and ensure personnel are organized and productive.
        • Ability to develop and maintain collaborative working relationships with a wide variety of park-related and community interest groups.
        • Ability to supervise staff and motivate employees to work to their full potential.
        • Ability to organize and guide public policy discussions for parks, trail, and recreation matters.
        • Ability to engage and grow the use and ownership of park and recreation programs and facilities.

        Minimum Qualifications

        • Bachelor’s degree in Parks and Recreation Administration , Business/Public Administration, Natural Resource Management or related field.
        • Five years of experience in developing parks and trails, supervising recreation programs, and developing constituencies for park and recreation facilities.
        • Three years of supervisory experience.
        • Demonstrated experience working with volunteers, youth associations, or civic groups.
        • Familiarity with natural resource management.
        • Valid driver’s license and good driving record.

        Preferred Qualifications

        • Master’s Degree in Parks & Rec Administration, Public Administration, or closely related field.
        • Registered as a Certified Parks and Recreation Professional.
        • Demonstrated experience and success in grant writing.

        Normal working hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. Memorial Day through Labor Day normal working hours are 7:30 a.m. to 5:00 Monday through Thursday and 7:30 a.m. to noon on Friday. Hours outside of the normal working hours will be necessary to meet the requirements of this position.
