      Part Time Municipal Law Enforcement Officer

      The Municipal Law Enforcement Officer is responsible for enforcing the Town's parking regulations including parking awareness, investigating reports of By-Law infractions, issuance of Parking Penalty Notices, review and processing of Parking Permit requests, and presenting evidence in Hearing. In addition, they respond to inquiries and complaints regarding animal control, Town By-laws, including fencing, parks, property standards, zoning and business licensing.

      Key Duties

      • Investigate complaints from the public and participate in proactive enforcement initiates in accordance with Sectional practices and work plans
      • Utilize appropriate Legislation (Building Code Act, Planning Act, Municipal Act, Dog Owner’s Liability Act) to gather evidence, conduct an inspection and determine if a breach of a By-law has occurred, including moderately complex Property Standards issues.
      • Investigates and resolves complaints in a timely fashion, in accordance with the timelines in accordance with established service levels and/or pursuing legal action to gain compliance
      • Educates the public regarding the regulatory By-laws and their requirements
      • Patrol and inspect areas within the Town as assigned
      • Researches relevant by-laws and applies prior By-law actions to current investigations
      • Maintains a notebook as well as a computerized/document file of sites attended, inspections conducted, and any resulting activity/correspondence
      • Logs on to the By-law, and Parking “Queues” and responds to customers at the front counter and answers enquiries, collects information for complaint generation, assigns complaints to other Officers,
      • Utilizes software for complaint generation and tracking and updates databases as required
      • Issuance of Part I tickets for offences such as fail to leash dog, as well as issuance of Parking Penalty Notices for parking related offences including; park between 1am-5am, park over a sidewalk, etc. Towing and impounding vehicles as required
      • Initiate legal proceedings, pursuant to the Provincial Offences Act including the swearing of information before a Justice of the Peace and the service of summons
      • Prepare court prosecutions for the Crown/Prosecutor in the form of crown briefs, documentary evidence and sworn verbal testimony
      • Assists and liaisons with other Departments including Recreation, Fire, Planning, and Operations

      Qualifications/Skills

      • 2 year College diploma or degree in Law and Security Administration or Police Foundations, Criminal Justice Program or equivalency
      • Two (2) years of related experience in Municipal parking and/or by-law enforcement
      • Minimum valid Class “G” Driver’s Licence with a clear driver’s abstract is required
      • Knowledge of measurement systems and ability to calculate distances, area, weights and percentages (used to determine in lot coverage complies with the Zoning By-law)
      • Strong knowledge of, and experience in, municipal law enforcement and pertinent provincial statutes and regulations.
      • Excellent communication skills both verbally and in written form in a clear and concise manner.
      • Ability to work independently and in a team atmosphere
      • Strong reasoning skills with the ability to exercise good judgement and tact
      • Strong interpersonal and public relations skills with the ability to establish and maintain effective working relationships with the public
      • Aptitude to explain complicated and in-depth requirements in an appropriate format to a variety of audiences with differing cultural and intellectual backgrounds
      • Proficient skills in various computer programs including Vtax, Amanda, Parking Command Centre, Backend Parking Permitting System, Handheld, Mapviewer
      • Ability to provide a current criminal reference check that is satisfactory to the Town, upon being hired

      • Municipal Law Enforcement Officer Designation is an asset

      What is offered to staff

      • Rate of Pay : $38.72-$42.09 per hour
      • Hours of Work : This is a non-union position that works 24 hours per week. The hours of work include day, afternoon and overnight shifts, including weekends and holidays, and on-call
