      Job Title: Payroll Coordinator Reports To: Chief Financial Officer Dept./School: Business Office PRIMARY PURPOSE: Prepare payroll for the district, including related reports & deposits. Manage payroll activities of the district. Develop and implement payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions. Ensure compliance with applicable state and federal laws and regulations. QUALIFICATIONS: Minimum Education/Certification: High school diploma, GED, or alternative qualifications acceptable to the Superintendent Special Knowledge/Skills: Knowledge of local, state, and federal requirements relating to payroll issues and reports Knowledge of auditing and accounting principles Effective communication and interpersonal skills Proficiency skills in keyboarding and file maintenance Ability to work with numbers in an accurate and rapid manner Ability to use personal computer and software to develop spreadsheets, databases, and word processing Ability to meet established deadlines Minimum Experience: Successful experience in general office procedures Preferably experienced in payroll MAJOR RESPONSIBILITIES AND DUTIES: Payroll Supervise and control payroll preparation and production, including regular, special, and supplemental payrolls. Ensure adherence to standards and procedures, and take steps to correct problems, delays, and inaccuracies. Ensure accuracy of payroll data input and calculations, balancing each payroll prior to check disbursement. Process payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS) deposits, insurance, etc. Coordinate payroll operations with other accounting and data processing units, confer with other administrative and technical staff regarding changes and new systems, and participate in developing, implementing, and testing procedures. Payroll Accounting Maintain district payroll registers, payroll check registers, employee payroll information, and other original documentation in an orderly and accurate manner. Calculate employee wages, salaries, hours worked, overtime pay, and determine withholdings, deductions, and net pay. Prepare paychecks and maintain employee payroll history. Balance payroll earnings and deductions; make related transfers to funds and deposits. Receive and audit time sheets for all district employees. Data Entry Prepare and submit payroll reports and forms including those required by Internal Revenue Service, Texas Workforce Commission, Texas Retirement System, Federal Insurance Contributors’ Act (FICA), Medicare, and Workers’ Compensation Commission. Prepare and post all payroll changes including payroll deductions, salary changes, termination, and new employee information. Records and Reports Maintain physical and computerized files including payroll records, absent-from-duty reports. School/Organizational Climate Provide friendly and cordial assistance and information to employees and coworkers as needed. School/Organizational Improvement Contribute to the recommendation of sound policies and procedures for business office operations. Ensure that the District’s payroll records are maintained in accordance with local, state, and federal requirements. Establish and maintain a program of payroll accounting adequate to record all payroll transactions. Administration and Facilities Management Interface with administrators, principals, directors, and staff regarding payroll-related issues. Assist with the equitable resolution of complaints, concerns, and problems in the area of payroll. Work cooperatively with human resources and business services to process hiring, leave, terminations, and other employment-related issues. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable records. Professional Growth and DevelopmentKeep up with current ways of record keeping and improvement in job skills as needed. School/Community Relations Exercise good telephone etiquette, take reliable messages, and route to appropriate staff. Provide positive attitude and congeniality in administering school related jobs and activities that require contact with the general public. Other Communicate with human resource department, campus secretaries, and employees to ensure accuracy of information reported; resolve payroll problems and inquiries. Respond to request from financial institutions regarding verification of employment. Maintain confidentiality of information. Performs all other tasks as assigned by the Supervisor.
