      Qualifications:

      • A Bachelor’s four (4) year degree. Payroll related experience may be substituted year for year for the degree.
      • Understanding of basic accounting principles required.
      • Ability to develop spreadsheets (Excel preferred).
      • Analytical skill and ability to do statistical analysis.
      • Self motivated, with good organizational skills and ability to meet deadlines.
      • Ability to work alone with minimal supervision or as an effective member of a work team.
      • Ability to meet and deal with the district administrators and staff and public agencies.
      • Skill in working with numbers and performing mathematical computations.
      • Working knowledge of MS Office products.

      • Ability to communicate readily and effectively with district wide staff, students and parents and community resource individuals in writing, and over the phone.
      • Ability to sustain poise and confidence in managing emotional and difficult situations.
      • Possess good verbal and written communication skills.

      • Regular attendance to carry out the duties and responsibilities of the position to achieve program requirements

      Essential Functions:

      Serves as a Payroll Specialist, to ensure that district employee payrolls are completed accurately and timely and are in compliance with state and federal requirement. In this capacity, he/she may perform one or more of the following major duties and responsibilities:

      • Treat co-workers, supervisors, students, parents and others with dignity and respect at all times
      • Serve as a positive role model for students, and practices the behaviors that are expected of our students
      • Work in a flexible and cooperative manner
      • Serves as a key contact and representative of the Payroll unit in contact with employees, administrators and public agencies.
      • Assist administrators and administrative staff in responding to payroll processing inquiries, keeping them informed about timelines and payroll reporting requirements and procedures.
      • Compile, analyze and interpret complex data in preparation for negotiations and collective bargaining for respective union/association.
      • Conduct research, formulate cost projections and prepare reports for bargaining unit financial proposals.
      • Assist with processing monthly payroll
      • Assist the payroll manager on projects related to budget and labor negotiations.
      • Audits timekeeping reports and personnel action notices to determine employee status, leave reporting and payments.
      • Researches payroll discrepancies and prepares contract pay adjustments i.e., terminations, leave without pay, including leave accruals and usage.
      • Works closely with Human Resources in troubleshooting discrepancies in pay and earnings.
      • Performs salary calculations for new hires, termination actions, assignment changes, adjustments for retroactive pay and error corrections.
      • Monitors payroll reports and automated payroll records.
      • Process accounting adjustment entries as needed to maintain accurate fiscal payroll transactions.
      • Audits timekeeping reports and personnel action notices to determine employee status, leave reporting and payments.
      • Researches payroll discrepancies and prepares contract pay adjustments i.e., terminations, leave without pay, including leave accruals and usage.
      • Maintains current knowledge of bargaining agreements and contracts, payroll related laws and regulations and District personnel and payroll policies.
      • Serves as liaison with administrative staff and administrators to ensure that payroll reports adhere to established guidelines.
      • Responds to questions about leave accrual and usage, including service credit for retirement purposes.
      • Documents transactions and process data; monitors and processes specialized payments, i.e. sick leave cashout, and year-end cashout.
      • Serves as liaison with other public agencies in coordinating employee payroll adjustments.
      • Works closely with Benefits department and maintains current knowledge of rules affecting employee benefits.
      • Maintains appropriate files and reports.
      • Performs repetitive and specialized accounting functions.
      • Reviews and check records for evidence of procedural compliance and accuracy of records.
      • Perform other tasks and assumes other responsibilities as assigned.

      It is understood that the district has the right to transfer and assign employees to best fit the needs of the district.

      Benefits/Compensation:

      Salary range: New employees will start at the minimum hourly rate in the salary range. However, employees who have verified prior years of service in a similar occupational status from other Washington School Districts or Education School Districts, may receive experience credit towards salary placement.       Retirement: Employees may be eligible for retirement benefits through the Washington State Department of Retirement Systems (DRS). Eligibility is based on FTE. Detailed information can be found here.

      Time Off: Vancouver Public Schools offers paid holidays and paid time off, including but not limited to, sick, vacation, personal, and bereavement leave.

      • Sick Leave: 8 hours per month (part-time employee accrual will be proportionate to their FTE).
      • Personal Leave: 3 days per school year
      • Twelve (12) month full-time Pro Tech employees are eligible to accrue ten (10) days vacation at one (1) - five (5) years of service. The accrual days are incrementally improved by five (5) days at the completion of five (5), eleven (11) and twenty (20) consecutive years of service respectively.
