    • Support Salary Scale Grade S13: $31.28 per hour; starting
    • Researches and resolves problems and issues associated with processing payroll for the FCPS system using experience and judgment.
    • Coordinates the payroll process with other departments and schools.
    • Maintains financial records as required by policy and law.
    • Operates the payroll electronic processing system.
    • Prioritizes workload.
    • Handles highly confidential information.
    • Answers inquiries from employees, administrators, outside agencies, vendors and others.
    • Checks leave entry for accuracy and reconciliation.
    • Prepares, verifies for accuracy, and enters into system, timesheets and payroll adjustments, i.e., leave with or without pay, garnishments, tax information, direct deposit, and Workman’s Compensation.
    • Tracks and processes various types of leave.
    • Assists with year end payroll processes as required.
    • Processes required paperwork for Maryland State Retirement Agency.
    • Generates required leave reports.
    • Processes and enters various general payroll deductions.
    • Works as a team lead in the resolution of payroll problems or in the absence of the Payroll Officer.
    • Attends both internal and outside training sessions to keep current in new technologies, policies and procedures.
    • Reports promptly for work, utilizes time wisely and maintains an acceptable attendance pattern.
    • Capable of performing the essential functions of the job with or without accommodations.
    • High school diploma or equivalent (GED).
    • Five (5) years of experience in general accounting, bookkeeping, banking, payroll, or related business experience. Two (2) of the five (5) years experience may be general clerical work. (Note: A Bachelor’s degree may be substituted for two (2) years of the required experience. An Associate’s degree may be substituted for one (1) year of the required experience.)
    • One (1) year experience in spreadsheet, database, word processing and e-mail software.
    • One (1) year experience editing, proofreading and verifying spreadsheets and other documents for accuracy and completeness.
    • Knowledge and use of culturally responsive practices.
    • Demonstrated ability to communicate clearly, concisely in both oral and written form.
    • Capable of performing the essential functions of the position with or without reasonable accommodations.
    • Ability to speak in an understandable voice with sufficient volume to be heard in normal conversation and on the telephone and in addressing groups.
    • Ability to maintain emotional control under stress.
    • Ability to spend long hours sitting.
    • Ability to reach with hands and arms.
    • Sufficient manual dexterity to grasp, handle, manipulate, and/or feel objects and use office technology.

    • Sufficient hearing to hear and comprehend conversations in person and on the telephone, as well as distinguish sounds up to twenty (20) feet.

    • Occasionally stoop, kneel, crouch, or crawl.
    • Occasionally lift fifteen (15) pounds.
    • Working knowledge and experience in PeopleSoft software.
    • One (1) year experience as a supervisor or lead employee with training responsibilities.
    • Demonstrated evidence of continuous professional growth by means of increased training or responsibility.
    • Familiarity with the FCPS policies, goals and programs.

      Salary
      • Support Salary Scale Grade S13: $31.28 per hour; starting

      Under the Fair Labor and Standards Act this position is non-exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System.

      Role

      Under the direction of the Payroll Officer this position assists in the processing of payroll for FCPS. In addition, the Payroll Specialist will act as the lead in the absence of the Payroll Officer.

      Essential Functions

      Reporting directly to the Payroll Officer, the Payroll Specialist performs the following duties:
      • Researches and resolves problems and issues associated with processing payroll for the FCPS system using experience and judgment.
      • Coordinates the payroll process with other departments and schools.
      • Maintains financial records as required by policy and law.

      Overtime hours may be required.

      Performs other duties as assigned by the Payroll Officer.

      Required Qualifications

      Education/Training/Experience
      • High school diploma or equivalent (GED).
      • Five (5) years of experience in general accounting, bookkeeping, banking, payroll, or related business experience. Two (2) of the five (5) years experience may be general clerical work.
