The St. Louis County Government Department of Administration seeks candidates to take on the role of Performance Analyst within the Division of Performance Management and Budget. Reporting to the Performance Manager, the Performance Analyst will work closely and collaboratively with departments to implement strategic objectives, identify goals, monitor progress and utilize data to make data-informed decisions and improve organizational performance and financial outcomes.
Headed by the Director of Performance Management and Budget, this team is comprised of Budget Analysts, Data Analysts, and Performance Analysts. The division is primarily responsible for: the development, implementation, and management of the county’s annual business plan and budget; leading departments in the development, tracking, and reporting of performance indicators; leading a countywide continuous improvement program that provides training and direct support for process improvement initiatives; administering the county’s capital improvement and debt management programs; and developing the county’s Open Data plan. Division staff regularly provide expertise to other departments and the County Executive’s office on budget implementation, data, and business management issues.
The typical starting salary range is between $47,486.40 - $61,006.40 annually depending upon the candidates qualifications as well as budgetary considerations. Identify key performance indicators, results and standards to assist in analyzing the success of strategic plans and develop methods to address performance gaps.
Work with departments to identify best practices, resources and alternatives for meeting objectives, timeliness and transparency of data.
Conduct studies and analyses of datasets to uncover performance trends using a variety of tools and systems including: business intelligence software, customer relationship management software, geospatial mapping software, open data platforms, statistical analysis applications and data integration and manipulation tools and techniques.
Synthesize and communicate ideas and information to department staff and program stakeholders by developing user friendly presentations, dashboards, applications, online performance metrics and reports.
Participate in giving presentations and facilitating meetings with diverse audiences.
Establish and maintain collaborative relationships with assigned departments and agencies.
Provide assigned departments with technical advice and guidance in the analysis and interpretation of program, operations and service area data.
Gather information through benchmarking and best practice activities by attending meetings and conferences and networking with peers and subject matter experts.
Perform other duties as required or assigned.Candidates should possess a bachelor's degree in a management, operations research, economics, finance, statistics, public policy, business administration, public administration or a related field or have an equivalent amount of training and experience.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
