      This position performs a variety of technical support duties involved in providing assistance to the general public, as well as providing assistance and support to the planning and building divisions in the Community Development Department.• Provides administrative support to the departments, such as developing and maintaining filing systems, posting records, ordering supplies, compiling and recording information from clearly indicated sources; prioritize duties and assignments to assure efficient, smooth and timely office work flow.
      • Collect and compile periodic reports and perform special projects as assigned; maintain records and database information on the status of projects and on-going office activities.
      • Receive and direct citizens; provide information regarding proper department to contact for specific issues or requests, provides information on general questions regarding building issues and planning process.
      • Draft, type and prepare routine correspondence, memoranda, reports, requisitions, forms and other documents as directed.
      • Review applications and construction plans for completeness; issue permits for building, plumbing, mechanical and related work; calculate fees.
      • Administer the business license program for the City.
      • Collect fees, fines and other monies; count money, make change and prepare receipts. Reconcile till and prepare deposits.
      • Process and monitor public records requests as they apply to associated departments.
      • Assign addressing to new residential developments/subdivisions.
      • Record minutes, monitor & collect exhibits for Planning Commission/Hearing Examiner meetings.
      • Review Plot Plans & elevations for adherence to municipal code.
      • Maintain, disclose and destroy public records in accordance with the requirements of the WA Public Records Act and WA State Archives records retention guidelines.
      • Timely and regular attendance.
      • Follow/adhere to all city policies and procedures, and safety program regulations and requirements.
      • Performs other duties and responsibilities as assigned.

      Knowledge of:
      • Public administration, project management and public relations techniques.
      • Modern office methods, procedures and practices and business letter writing.
      • Basic computer literacy and experience using a personal computer.
      • Record keeping and administration.
      • Washington state laws relating to building.
      • Major types of building construction materials and methods.
      • Regulations, principle and practices of a records retention system.
      • Proper use of English, spelling, grammar and punctuality.
      • City government functions, policies, rules and regulations

      Ability to:
      • Perform clerical and office support duties.
      • Communicate effectively, both orally and in writing.
      • Work under pressure, with challenging deadlines.
      • Work independently on multiple tasks from multiple sources, cope with interruptions and meet deadlines.
      • Deal effectively with the public and maintain effective working relationships with those contacted in the performance of required duties.
      • Operate numerous software programs, including work processing, spreadsheet, mapping and case tracking applications. Operate standard office equipment and machinery, such as computers, printers, copy machines and fax machines.
      • Maintain records and filing systems and prepare reports.
      • Enforce and interpret codes and ordinances tactfully and fairly with impartiality.
      • Read and interprets building plans and specifications in relation to code requirements.
      • Act as departmental resource to coordinate construction and engineering permits through the review, issuance, and construction process.
      • Perform the essential functions of the job, with or without reasonable accommodation.
      • Establish and maintain effective working relationships among co-workers and other City personnel, contractors, and the general public.

      • Two (2) years of relative municipal or public sector experience is desirable.
      • ICC Permit Technician certification is preferred.

      Licenses, Certificates and Other Requirements:
      • Possession of a valid driver’s license.
      • Must successfully pass all phases of the pre-employment hiring process, including but not limited to, reference checks, credit check and a criminal background check.

      Note: Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job will be considered.Work is primarily performed in an indoor office setting with extended periods at a computer, sitting or standing. Physical effort is needed to move, lift and carry office equipment, supplies, and materials. Basic communications skills such as talking, seeing and hearing are needed for frequent person-to-person contracts, computer and telephone usage. Position may be required to attend evening meetings.
