- Develop recruitment strategies and materials that identify and attract qualified applicants.
- Conduct job analyses in order to establish the knowledge, skills and abilities required for the position.
- Determine the best method of testing for a given position, and develop the appropriate examination component(s).
- Interpret Memoranda of Understanding, resolutions, laws, rules, regulations, City policies and major court cases affecting employment in order to respond to employees, the public and other jurisdictions.
- Perform special projects as assigned.
- Develop and update classification specifications, and make classification recommendations.
- Prepare, conduct and analyze salary and benefit surveys to maintain competitiveness in the job market, and/or to assist with labor negotiations.
- Monitor the Pay-for-Performance employee evaluation program by checking salary recommendations for compliance with current salary schedule.
- Assist with the annual city-wide personnel budget and position control.
- Assist with training and development.
- Prepare draft reports, policies and procedures for action by City staff and City Council.
- Develop, update and implement employee orientation program.
- Perform other duties as assigned within the scope of the job classification.
- Recruit, train, and retain volunteers.
- Coordinate public relations activities.
- Monitor visitor satisfaction and community awareness.
- Maintain records of volunteer time.
- Schedule volunteer duties and assignments.
- Assist with development of educational programs.

- Typical education would include a Bachelors degree from an accredited college, or university, or equivalent in public administration, personnel management, or related field.
- Typical experience would include one year relevant experience.
- Typical experience would include three years of progressively relevant experience.
- Positive past employment references
- Passing a city paid fingerprint criminal conviction check (applicants 18 and older)
- Passing of a pre-employment medical exam and drug and alcohol screening test
The City of Redding Personnel Department is accepting applications for two full-time Personnel Analyst positions. In addition, the ideal candidate brings experience in benefits administration, employee leave programs, and familiarity with CalPERS retirement processes. A successful candidate will have a proven ability to manage multiple customer inquiries, balance the needs of various stakeholders, and communicate effectively across all levels of the organization. Examination Process: An oral board, performance test and/or written examination will be administered. This recruitment will create an eligibility list that may be used to fill current and future vacancies.Personnel Analyst I is the entry level classification, while Personnel Analyst II is the journey level classification in the Personnel Analyst series. The Personnel Director will have the option of filling the current vacancy at either level, depending on qualifications and test scores of candidates.

Veteran's Credit: Applicants who attach a copy of the DD-214 to their application indicating “Honorable Discharge” from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.
