      Performs complex planning and programming activities in support of management-related programs and transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

      Essential Duties:

      • Assists in analysis of data and preparation of reports to identify capital improvement needs for state and federal funding.
      • Conducts or participates in Regional Planning Meetings.
      • Conducts Program Development Meetings with sponsors to identify requirements, exchange information and keep informed on the status of projects.
      • Coordinates planning projects involving districts, divisions, various public transportation interests, research endeavors with universities, other agencies and/or local, state and federal agencies.
      • Develops and implements short and long-range local and statewide plans and projects.
      • May serve as project leader.
      • Performs complex planning and programming activities in support of management-related programs and/or transportation projects.
      • Responsible for functional classification of highways and urban system map development.
      • Reviews and evaluates plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards.
      • Performs other job responsibilities as assigned.

      Minimum Qualifications:

      Education: Bachelor's degree in transportation planning, engineering, business admin or related field. Relevant experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

      Experience: 3 years planning, research or legislative analysis-related activities. (Experience can be satisfied by fulltime or prorated parttime equivalent).

      Licenses and Certifications:

      • Valid driver’s license. This position requires driving a state vehicle.

      • Applicable laws, rules and regulations
      • Speaking to present images and ideas in a clear, concise, organized and interesting manner to optimize audience understanding and keep the group focused
      • Public relations for maintaining effective working relationships with individuals and groups
      • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
      • Planning and coordinating workshops, seminars and task force activities
      • Analyzing and organizing business and technical data
      • Prioritizing and organizing work assignments
      • Developing and giving presentations
      • Communicate effectively
      • Collaborates and cooperates with others and builds effective working relationships with internal and external members to accomplish organizational goals

      Physical Requirements and Working Conditions:

      • Required to wear personal protective equipment provided by employer and comply with all safety requirements.
