Job Description

- Serves as the primary point of contact for the Planning department to the public. Responds to general citizen questions, phone calls and emails about planning application processes.
- Will provide requested research and data collection for the Planning department..
- Processes planning applications and payments
- Prepares planning materials such as departmental forms, brochures, and flyers.. Assists with preparing and maintaining planning and zoning records. Responsible for compiling and maintaining land use data. Receives and processes planning applications such as design review applications.
- Assists with Design Review Board meetings by preparing agendas, scheduling online meetings, prepping minutes, taking meeting minutes. Serves as point of contact for DRB members.
- Prepares standard Notice of Actions for design review applications, for further planner review and final sign-off
- Prepares department legal advertising
- Maintains Town of Mountain Village’s lot list and density bank
- Maintains the issuance, change and void of density bank certificates
- Investigates and prepares open records request for the department
- Tracks resolutions, ordinances, easements for changes to land use and ensures documents are recorded with San Miguel County.
- Receives and verifies bills, invoices and credit cards statements; codes, processes and submits invoices/credit card statement for payment; prepares financial reports; maintains budget information.
- Assists planners with recordation preparation and recordation of records at the San Miguel County Clerk and Recorders office
- Monitors departmental expenditure as required; may generate and open purchase orders, requisitions, pricing agreements and other financial doc
- Orders office supplies and/or departmental equipment; maintains supply inventories.
- Coordinates the maintenance and repair of office equipment.
- Archives files and other Department records into electronic system.
- Prepares a variety of correspondence, legal documents, meeting agendas, drafts minutes when needed, reports, articles, technical specifications, and memoranda, where knowledge of format, correct English grammar and presentation is necessary; ensures that correspondence, contracts, agreements and all other documents are prepared accurately and in accordance with department standards; maintains departmental files, records and documentation; collects, processes, and distributes mail for department.
- Tracks on department review data and prepares monthly BAGAR report for Town Council
- Manages the planning departments electronic records
- Scans paper files as needed
- Tracks on project budgets
- Tracks on expenditures for the purposes of budgeting
- Looks to improve administrative processes and programs
- Develops competency in PaperVision and other software programs used by the town.
- May be asked to perform professional level Planner I duties of limited complexity
- Promotes and observes safe work methods and uses safety equipment; secures work sites as necessary; may attend safety committee meetings, actively participates in and may conduct safety trainings
- Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of the team
- Actively works to progress the Town’s goal of zero waste and carbon neutrality by minimizing unnecessary consumption (of energy, water, paper, plastic, ink, etc.), seeking environmentally preferred products (e.g., reusable, recycled content, non-fossil fuel), and supporting environmental initiatives through participation, promotion, and accurate storytelling.

Salary Grade: 8 (Min $25.45, Mid $29.90, Max $34.35)
Hiring Range: $25.45-$29.90

NATURE OF WORK:
Under general supervision, provides technical support for planning programs and projects. Will also perform a wide variety of administrative duties of a highly responsible, professional nature in a detail-oriented environment supporting the Planning and Development Department.DUTIES AND RESPONSIBILITIES:
MINIMUM QUALIFICATIONS:
High School Diploma or G.E.D AND three years planning, building and/or administrative background, customer service experience, or an equivalent combination of education, training and experience. Bachelor’s degree in related field preferred. Demonstrated computer skills in working with word processing, spreadsheet, professional written, verbal and email communications required. Municipal, County or Local government experience preferred. Demonstration of detail oriented work preferred. Interest in planning and development desirable.
Licenses/Certification(s):
Possession of a valid Colorado State Driver’s License is required.KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Knowledge of: Standard office practices and procedures; business arithmetic; appropriate business English, including spelling, grammar and punctuation; techniques for dealing with the public, in person and over the telephone; standard computer software applications; basic accounting principles; operations relative to area of assignment; cash handling methods; customer service standards and protocol.
Skills in: Researching and analyzing community planning project components; compiling statistical information, Answering incoming calls and responding to inquiries from customers and the public; assessing and prioritizing multiple tasks, projects and demands; organizational and problem solving skills; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and representatives from other agencies; make accurate arithmetic calculations; preparing correspondence, minutes, and reports; using initiative and independent judgment within established procedural guidelines; effectively communicating in written and verbal forms, in applying correct English usage, grammar, spelling and punctuation; preparing and writing reports, business correspondence; effectively presenting information and responding to questions from general public and employees.
Environmental Factors:
Work is performed in a standard office environment using standard office equipment. Position involves competing demands, performing multiple tasks at once, and working to meet deadlines.
Physical Factors:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer and printer. Must be able to attend meetings at various sites within the Town and to inspect various work, building or construction sites. Must have the strength to lift and carry materials and equipment up to 25 pounds, adequate vision to read printed materials and a computer screen, and sufficient hearing and speech to communicate in person and over the telephone and/or radio.
