      The New Berlin Police Department is taking applications for Police Captain. The Chief of Police intends to fill a vacancy with an internal candidate. Employees who apply for the promotion will undergo a non-discriminatory testing process. The Chief will establish an eligibility list to fill any vacancy occurring on or before 01/01/26.

      If a vacancy occurs at any time during the eligibility list period, all candidates on the eligibility list will be reviewed for a promotion to Captain, and the finalist(s) will be required to interview with the New Berlin Police and Fire Commission. Once the Commission has ratified a candidate for promotion, the final appointment will take effect as determined by the Chief of Police. The appointment shall be probationary for 12 months. If, during the probationary period, the person appointed proves unsatisfactory or undesirable for the position, the Chief may reduce him/her in rank consistent with the City of New Berlin Police and Fire Commission Rules and Regulations.

      Application Submission: The period to apply will be from 7:00 am on Friday, May 16, 2025, through 5:00 pm on Tuesday, May 27, 2025. Interested internal candidates should go to the City’s website at: www.newberlin.org and click on the “Jobs” tab, then the “Menu” for the “Promotional Jobs,” during this time period to learn more about the position and complete the online application. Candidates will be required to include a letter of interest, a resume, and any supporting documentation with their online application.

      Minimum Qualifications: Must be a U.S. Citizen, possess a valid Wisconsin Driver’s License, possess a bachelor’s degree from an accredited college or university, have three years of experience as a sworn officer, and currently serving as a sergeant. Must be able to meet the essential occupational requirements for any of the department’s captain’s assignments with or without reasonable accommodations.

      Testing Process: Qualified candidates will participate in the following non-discriminatory process:
      • Leadership Assessment with Organization Development Consultants, Inc.
      • Respond in writing to the following three questions: (The responses shall be typed on a Word document (Calibri – Body Font, 12 pt., 1.15 spacing), limited to two pages per question, submitted to the Chief’s locked mailbox, no later than 7:00 am, Friday, May 30, 2025).

      1. What roles and responsibilities have you experienced that best prepared you for the position of captain and why?
      2. Tell us about a time that you mentored someone within the police department? What did you see in that person? How did your efforts positively impact their career?
      3. Give us an example of how you have helped to enhance our professionalism and how can we continue to improve as an organization in the future?

      • Interview panel with the Chief of Police and Deputy Chiefs.
      • Maintains familiarity of tasks performed by assigned personnel to a division and perform those essential duties when necessary.
      • Supervises police services provided by personnel under his/her command.
      • Coordinates and schedules shift assignments through subordinate personnel.
      • Assesses and communicates the needs of the division to the deputy chief.
      • Identifies budgetary needs required for the assigned division or project.
      • Monitors department’s budget, including overtime and other expenditures within the division.
      • Identifies, coordinates, and/or schedules training for personnel under his/her command.
      • Recommends policy and procedures to the deputy chief and ensures proper implementation.
      • Performs administrative functions to include maintaining conformance of department directives, procedures, or rules, conducts administrative reviews, investigates personnel complaints as directed, and recommends discipline if/when warranted.
      • Promotes a positive image of the department and strives to improve citizen understanding and cooperation.
      • Serves on committees or boards as assigned.
      • Serves as a liaison with the media for matters involving his/her division.
      • Mentors and coaches assigned personnel through evaluations and/or through other leadership techniques.
      • Identifies and develops future leaders.
      • Responds to and supervises major incidents under the Incident Command System.
      • Communicates incidents of an emergency or unusual manner up the chain of command.
      • Conducts effective debriefs on all major incidents.
      • Works cooperatively with other divisions, city departments, elected officials, and police agencies.
      • Assumes command of the department in the absence of the chief or deputy chief.
      • Leads by listening, seeking input from personnel, and maintaining an open mind.
      • All other duties as required for the assigned division.
      POSITION REQUIREMENTS:

      Supervisory Requirements:
      • Meets all the requirements of a police officer and sergeant.

      Education and Experience Requirements:
      • Possess a high school diploma or equivalent.
      • Possess a bachelor’s degree from an accredited institution acknowledged by the United States Secretary of Education. https://ope.ed.gov/accreditation
      • Certifiable as a Wisconsin law enforcement officer.
      • Possess three years of experience as a sworn officer, and currently serving as a sergeant.

      Licenses, Certifications, and other Requirements
      • Meet the minimum requirements as established by the Law Enforcement Standards Board.
      • Be a citizen of the United States at the time of appointment.
      • Be at least 18 years of age at the time of appointment.
      • Possess a valid Wisconsin driver’s license or other such valid operator’s permit recognized by the Wisconsin Department of Transportation authorizing operation of a motor vehicle in Wisconsin.
      • Must not have been convicted of any federal felony or any offense which if committed in Wisconsin could be punished as a felony unless the applicant has been granted an absolute and unconditional pardon.
      • Must not have been convicted of any misdemeanor crime of domestic violence unless the applicant has been granted an absolute and unconditional pardon.
      • Be able to speak, read, comprehend and write using the English language.

      Knowledge, Skills, and Abilities:
      • Knowledge of the techniques and objectives of modern police administration.
      • Knowledge in departmental directives, procedures, and city policy.
      • Knowledge in federal, state, local laws and ordinances, and their interpretation/application.
      • Knowledge and experience in the regular use of software programs, and technical equipment such as computers and other professional equipment.
      • Knowledge in federal/state employment law, labor contracts, and employee handbooks.
      • Knowledge in the use and care of weapons.
      • Skilled in public relations and obtaining/keeping the public trust.
      • Skilled in the appropriate use of arrest techniques.
      • Skilled in oral and written communications with a variety of people.
      • Ability to provide effective leadership and critically think in order to identify and analyze problems, evaluate alternate solutions, and make sound decisions based on inferences or limited information.
      • Ability to plan and supervise sworn and non-sworn personnel performing a variety of operations and activities.
      • Ability to maintain effective working relationships with employees, other jurisdictions and/or authorities, municipal officials, other city departments, and community groups.
      • Ability to maintain a professional demeanor and defuse situations when faced with verbal opposition and/or physical threats.
      • Ability to render credible testimony in a court of law.

      Physical Demands:
      • Task involves light work. Exert over 20 lbs. occasionally, Exert up to 10 lbs. frequently.
      • Requires stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, talking, and hearing.
      • Also requires repetitive motion of the wrists, hands, and/or fingers to grasp, feel, and type.

      Work Environment:
      • Occasionally exposed to extreme heat and cold, especially during prolonged, dynamic, and/or rapidly evolving situations.
      • Occasionally exposed to noise.
      • Occasionally exposed to other hazards such as moving vehicles.

      Sensory Requirements:
      • The task requires close visual acuity to perform various activities.
