      Under the general direction of the Deputy Chief of Police, is responsible for a variety of management, technical and supervisory tasks related to the management of law enforcement, crime prevention and crime detection in Patrol, Special Operations and Professional Standards sections of the department to ensure the enforcement of local and state laws, City ordinances and departmental policies and procedures relating to public safety and welfare.The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

      Provides day-to-day supervision of assigned Lieutenants and support staff, providing technical instruction, evaluating performance, and resolving personnel problems.

      Establishes goals and objectives for specific law enforcement operations supervised and monitors performance levels.

      Relays orders and messages from superiors.

      Supervises inspections of police equipment to include pistols, patrol rifles, shotguns, tasers, and police vehicles. Ensures inspections are recorded in conformance with regulations.

      Analyzes occurrences of criminal activities to detect patterns and trends and designs specialized programs to enhance criminal apprehension and crime deterrence.

      Interacts with high level management officials in other organizations and criminal justice system agencies to enhance law enforcement services.

      Manages the Marine Unit, Beach/ATV Unit, Detective, School Resource Officers, Crime Scene Investigator.

      Manages the Automated Training Management System to include recommendation and scheduling of personnel for training.

      Directly oversees the department’s hiring process.

      Supervises the department’s Fleet Management.

      Prepares and presents oral and written reports.

      This position requires regular and reliable attendance and the employee’s physical presence at the workplace.

      Assists with special projects as assigned. Performs related work as required and as directed.EDUCATION and/or EXPERIENCE
      • Bachelor’s degree (B.A.) in Management, Business Administration, Public Administration or related field from an accredited college or university.
      • Ten (10) years sworn law enforcement experience, with five (5) of those years at the Lieutenant or seven (7) years at the Sergeant level.
      • An equivalent combination of education, certification and experience will be considered.
      CERTIFICATES, LICENSES, REGISTRATIONS
      • Must possess and maintain a valid Florida Driver’s License, or ability to obtain within 30 days of hire or promotion.
      • Certification as a sworn law enforcement officer with the Florida Department of Law Enforcement (FDLE)
      • Completion of any the following: FBI National Academy, Police Executive Research Forum, FBI LEEDA series, FDLE’s Senior Leadership Program or FDLE’s Executive Leadership Program, or completion within 12 months of hire date.
      Knowledge of the principles, practices, and techniques in modern law enforcement management.

      Knowledge of community profile, geography of the City and surrounding areas, including the location of streets, beaches and parks, and other City properties.

      Knowledge of supervisory and leadership principles and practices.

      Knowledge of federal laws, state statutes, and local ordinances as they relate to criminal justice, investigations, and all other law enforcement-related topics.

      Ability to work effectively with the news media, the community, and other organizations.

      Ability to communicate effectively orally and in writing.

      Ability to initiate and maintain productive communications and cooperation with staff with strong interpersonal and communication skills.

      Ability to establish and maintain effective working relationships with other agencies and the public.

      Ability to plan and coordinate police activities.

      Ability to supervise and train staff.

      Skill in using weapons and other police equipment.

      Skill in directing and managing complex law enforcement programs.

      Skill in handling public complaints or in dealing with citizens in stressful situations.

      Knowledge of conflict resolution.

      Excellent oral and written communication skills, including public speaking.

      Strong time-management skills.

      Strong technical-writing skills.

      Intermediate office software computer skills. Must be proficient in MS Office.

      Ability to manage, plan, organize and meet deadlines.

      Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays, or unexpected events.

      Establish and maintain effective working relationships with City employees and those contacted in the course of the work.
