      Job Description:

      Reporting to the Project Director, Refugee Response, the Policy Development Officer provides strategic advice and policy leadership for homelessness service delivery system to enhance services for refugees and refugee claimants who are experiencing homelessness. In particular, the Policy Development Officer will lead the development of projects and policies that support implementation of the divisional priorities related to refugees and refugee claimants. This includes drafting staff reports, briefing notes, presentations, authorization memos, Q&As and other documents that support the council process.

      Major Responsibilities:

      • Prepares Council reports, research analysis, briefing notes, presentations, and other policy reports/recommendations as required by senior management consistent with unit, divisional and corporate priorities and strategic directions.
      • Manages ongoing internal and external stakeholder relationships through effective written and verbal communication, including managers and supervisors in the division, representatives from community-based shelters and service agencies, refugee-serving organizations, City divisions and other levels of government, technical consultants, and members of the public or other groups as appropriate to ensure awareness of existing and evolving issues and concerns.
      • Prepare and support the development of business processes to support new or updated policies and programs to meet service planning goals including outlining procedures, delivering presentations, and providing appropriate communications to service providers and other stakeholders.
      • Leads and directly conducts ongoing qualitative and quantitative research and analysis of trends and activities related to homelessness, affordable housing, related services such as employment, and legislation to provide information, and identify emerging issues and opportunities to senior management.
      • Prepares and supports the delivery of detailed implementation plans to support new or updated policies and programs, including writing program directives, delivering presentations, and providing appropriate communications to service providers and other stakeholders.
      • Monitors the implementation of policies and programs and evaluates their ongoing impact through identifying and operationalizing metrics, targets, and outcome measures using a human-centred design, and data-informed approach.
      • Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities to recommend innovative divisional solutions.
      • Collaborates with project team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.
      • Participates on various committees and task forces as a divisional representative
      • Deals with confidential and sensitive information affecting the division's operations, assets and resources.

      Key Qualifications:

      Your application must describe your qualifications as they relate to:

      1. Post-secondary education in public policy, public administration, social science, or an equivalent combination of education and/or relevant experience
      2. Considerable experience in policy and/or program analysis, design, development, implementation, and evaluation that address the complex needs and characteristics of the homeless population and/or street involved individuals.
      3. Considerable experience in project management (project design, development and implementation) to effectively meet deadlines.
      4. Experience in social science research methodologies and techniques and experience in writing comprehensive complex and formal reports.
      5. Experience in community engagement/consultation processes, including relationship-building, facilitation, consensus-building and conflict resolution, in an effort to gain input and understanding from a broad range of stakeholders.
      6. Excellent strategic and conceptual skills to develop creative solutions in combination with strong research, analytical and conflict resolution skills.
      7. Knowledge of relevant issues and trends as related to housing and homelessness.
      8. Knowledge and ability to apply an equity lens to policies, programs and strategies, and assesses the impact of proposed changes on various community groups including Indigenous, Black, racialized, newcomer, 2SLGBTQ and low-income city residents.
      9. Excellent verbal and written communication skills, with exceptional political acuity.
      10. Highly developed strategic, organizational, analytical and conceptual thinking skills with the capacity to understand complex operating and policy issues, performance measures, as well as the ability to respond to emerging issues.
      11. Sound judgement with an ability to work independently on confidential and sensitive matters with minimum supervision.
      12. Excellent written and oral communication skills with the ability to analyze and prepare reports and deliver effective presentations.
