- Set and lead the delivery of the overall direction and roadmap in support of Employee Experience, in alignment with technology and business priorities, corporate architecture direction and industry best practices, to enhance satisfaction and efficiency, and to improve service delivery.
- Build, deliver, and measure strategic execution roadmap, leveraging Agile methodologies, to garner a culture of continuous improvement.
- Partner with Divisions on backlog / requirements analysis, concept development and feedback loops.
- Supervises the day-to-day operation of assigned staff and projects / programs. Accountable for on-time, and on-budget delivery.
- Manages the development, design, and implementation of interconnected projects or initiatives in support of the City’s strategic directions and long-term business needs.
- Develops program roadmap to represent the planned work across the program(s), tying together individual projects to the overall strategy, and identifying dependencies to produce synergies and economies of scale.
- Negotiates organizational changes, funding requirements, and works to obtain support needed to ensure successful delivery.
- Prepares and delivers presentations at all levels of the organization.
- Prepares reports for Directors and Senior Leadership.
- Budget management, including planning and monitoring, reporting, and resource management and allocation, financial forecasting, cost analysis, and risk assessment for your operational and project budgets.
- Develop, recommend, and administer the annual budget for the section, and ensures that the section's expenditures are controlled and maintained within approved budget limitations.
- Provide consultation and assists divisions in developing technology investment plans, building business cases for funding approval, preparing budgets, establishing project framework and resources.
- Develop ongoing positive working relationships within Technology Services, as well as with client and partner Divisions. Foster collaboration and service excellence in cross-functional teams, and act as a trusted advisor to senior leadership across the organization.
- Build collaborative relationships with City stakeholders and senior management and assists them in recognizing where Technology Services can add value to, transform or support program operations.
- Foster and manage external partner relationships and manage large, complex contracts to deliver transformation programs and value for the City investments.

- Hands-on delivery experience as RTE and Scrum Master; Leading the transformation of delivery teams from Waterfall to Agile is an asset.
- Extensive experience in a leadership role in technology; specifically, leading and managing enterprise-wide tools and strategies.
- Considerable experience managing a budget, controlling and maintaining expenditures within approved budget limitations.
- Considerable experience managing and providing subject matter expertise on highly complex systems, applications, and architecture design and development for critical services that are cost-effective.
- Extensive experience providing leadership and mentoring to a diverse team.
- Considerable experience managing high-value contracts and complex vendor relationships.
- Experience collaborating and negotiating vendor contracts with multiple stakeholders inclusive of Purchasing & Materials Management Division and/or Legal Services.
- Experience in organizational change management activities, including telecommunication and training, and leading a large team through change.
- Knowledge of best-practice methodologies based on Key Performance Indicators is an asset.

As the Portfolio Manager, Technology Services – Strategic Enablement, you will report directly to the Director Strategic Enablement and be part of a Technology team providing both oversight, as well as leading implementation of multiple strategic initiatives including Collaboration, Microsoft 365, and ServiceNow / Service Desk Experience Enhancements. With a focus on the Customer, you will lead Programs and guide a team dedicated to the design, delivery and execution of telecommunication and collaboration strategies for the Technology Services Division.
This leadership role focuses on modernization and evolution of tools and services that positively impact Employees, building capacity, capability, and skillsets with a forward-looking approach to meet evolving business needs throughout the City.
