      PPP Head of Programme Controls

      Head of Programme Controls – Project & Programme Partnership at Sellafield – Warrington or West Cumbria (with hybrid working)

      An opportunity to shape the Programme Controls strategy and delivery for one of the largest infrastructure partnerships in the North.

      In 2019, the Programme and Project Partners (PPP) model was mobilised as the multi-billion-pound vehicle to deliver a 20-year pipeline of major capital projects at the Sellafield site, located on the edge of the Lake District in the Northwest of England.

      The model brought together four global organisations to work with Sellafield Ltd to help create a clean and safe environment for future generations, by delivering the largest portfolios of complex major projects in the country, creating nuclear storage facilities that will keep the UK safe. Each partner has a distinct and vital role, and collaboration between them and Sellafield Ltd is at the heart of the PPP model.

      The PPP partners are:

      KBR as the Integrator; Jacobs as the Design and Engineering Partner; Morgan Sindall Infrastructure as the Civil Construction Partner and Altrad Babcock as Process Construction Partner.

      Sellafield Ltd is the client and Fifth Partner in PPP’s delivery organisation, working alongside the four partners to enable success through an effective Client Team focused on enabling the ambitions of PPP while governing and assuring PPP's performance.

      Position Overview:

      The Head of Programme Controls/Programme Controls Director plays a crucial role in the successful execution of a portfolio of mega projects at Sellafield. They oversee and manage all aspects of Programme controls, ensuring effective planning, monitoring, and controlling of various projects to achieve established goals within budget, time, and quality constraints. This role requires a strong understanding of project management principles, exceptional leadership skills, and a deep knowledge of construction and engineering processes. The unique construct of this environment focusses the need for an ability to collaborate with a wide range of stakeholders within PPP, with Sellafield Ltd and more broadly across industry.

      Key Responsibilities:

      Strategic Planning: Lead the development and implementation of programme control strategies aligned with organizational objectives, ensuring effective project management practices are established and followed throughout the project lifecycle.

      Programme Control Framework: Define and maintain the project control framework, including the establishment of Programme control policies, procedures, and systems to facilitate efficient project execution. Responsible for establishing and maintaining the PPP standards, requirements and procedures for PPP-wide Programme controls (including cost control, estimating, schedule, risk and reporting). Ensures the quality, timeliness and consistency of Programme Controls work produced by the Programme Controls team.

      Budget and Cost Control: Oversee the development and management of project budgets, ensuring accurate cost estimation, cost control measures, and cost forecasting throughout the project duration. Monitor project expenses and analyze variances, providing recommendations for corrective actions.

      Schedule Management: Oversee the development, maintenance, and monitoring of project schedules, ensuring timely completion of project milestones. Coordinate with project teams to identify potential schedule risks and implement appropriate mitigation strategies.

      Quality Assurance: Establish and enforce quality control measures to ensure adherence to Programme specifications, industry standards, and regulatory requirements. Implement robust assurance processes to identify and resolve quality issues promptly.

      Risk Management: Oversee the identification, assessment, and management project risks and uncertainties. Ensure that risk mitigation plans and risk workshops are effectively developed and managed and that risks are adequately identified and risk responses are appropriate.

      Reporting and Communication: Oversee the preparation and presentation of project status reports, including progress updates, financial analysis, and risk assessments to senior management and stakeholders. Foster effective communication channels between project teams, stakeholders, and executive management.

      Resource Management: Coordinate with functional teams to ensure appropriate allocation of resources, including personnel, equipment, and materials, to support project execution. Optimize resource utilization to maximize efficiency and productivity.

      Change Control: Oversee the development and implementation of change control processes to manage project scope changes, ensuring that change requests are properly evaluated, approved, and integrated into project plans. Monitor change implementation to minimize scope creep and mitigate associated risks.

      Team Leadership: Provide leadership, guidance, and mentoring to the Programme controls team. Foster a collaborative and high-performance work environment, promoting continuous learning and professional development.

      Working with the Information Management & Technology Lead, and the project controls leads from all Lot Partners, responsible for establishing the PPP wide Programme controls systems, processes and tools

      Qualifications and Skills:

      • Degree / HND / HNC level, professional qualification in Project Management, Project Controls, Quantity Surveying or Engineering or equivalent experience
      • APM Project Management qualification or Managing Successful Programmes qualification or equivalent
      • Extensive experience in project controls within the construction and engineering industry, with a focus on mega projects.
      • Strong knowledge of Programme management principles, practices, and methodologies.
      • Proficiency in project control tools and software, such as Primavera P6, Microsoft Project, and cost management systems.
      • Excellent analytical and problem-solving skills, with the ability to anticipate and mitigate project risks.
      • Exceptional leadership and communication skills, with the ability to influence and engage stakeholders at all levels.
      • Strong organizational and time management abilities, with the capacity to manage multiple projects simultaneously.
      • Knowledge of relevant industry standards, regulations, and best practices.
      • Proven track record of successfully delivering large-scale construction and engineering projects, ideally with an understanding of how industry successfully delivers in the private sector.
