      Job Description:

      Join our Oregon Public Defense Commission team as a Pre-Authorized Expenses (PAE) Analyst! Help streamline financial processes and ensure accuracy every step of the way!

      This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

      Who we are:

      The Oregon Public Defense Commission (OPDC) is a 13-member commission appointed by the Chief Justice of the Oregon Supreme Court based on input from all three branches of Government. The Commission serves as the governing body for Oregon’s public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon’s public safety system.

      The mission of OPDC is to ensure constitutionally competent and effective legal representation for persons eligible for a public defender.

      The office includes the Executive Division, the Appellate Division, the Trial Division, the Trial Development & Resources Division, and the Administrative Services Division. The agency negotiates contracts with trial level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the agency include, Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.

      Primary Purpose of this Position:

      The person in this position will enter requests for Pre-Authorized Expenses. They will gather, compile, verify and analyze information received from attorneys and pro-se clients to enter in the Pre-Authorized Expense database.

      Duties:

      PAE Expense Request Processing

      • Work as part of the team that manages the PAE Expense process. Intake and entry of expense request into the PAE system for review; verify accuracy of information against the Oregon eCourt Case Information system (OECI); research is required at times to determine appropriate information is input into the system.

      • Evaluate and confirm appointments and case types.

      • Phone calls from providers regarding authorization and PAE process. Contact attorneys and/or service providers by phone or email to obtain clarification of services described in requests or obtain additional information.

      • Work with other PAE analysts regarding processing of authorization requests and other PAE activity.

      • Apply PAE Policy, Routine Expense Policy, and Schedule of Guideline Amounts to requests received from attorneys.

      Service Delivery

      • Assist attorneys and or Trial Support and Development who are in search of providers available in their area for expert or other services.

      • Provide presentation or trainings to educate attorneys on the PAE process.

      Quality Assurance

      • Assist in implementation and upkeep of consistent data.

      • Assist as needed with research studies related to PAE authorization for the agency.

      Other duties as assigned.

      Minimum Qualifications:

      A Bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills, OR

      Any combination of experience or education equivalent to three (3) years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

      Salary range:

      $5,139 - $7,590

      • Ability to review and analyze information in OECI

      • Ability to effectively communicate with attorneys and staff

      • Ability to apply policies and procedures to requests for services
