Job Description

- Provides high-level support in the oversight of the timely and accurate preparation of the State of Wyoming Annual Comprehensive Financial Report (ACFR).
- Provides oversight and direction to all state agencies during the year and in preparation for the annual fiscal audit.
- Provides support and prepares communications directed by the Accounting Manager to external independent auditors and state agencies.
- Performs high-level oversight of loading legislative appropriations from each legislative session to agency budgets in the uniform accounting system operating by the SAO, taking into account the legislative intent and proper fund type under GAAP and GASB.
- Reconciles loaded legislative appropriations with the Legislative Services Office (LSO) fiscal profile for those funds.
- Manages the day-to-day activities assigned to the Accounting Division, including entering approved budget modifications, transferring appropriations as outlined in the biennial appropriations bill, monitoring email, and responding to questions and requests for information from state agency personnel.
- Provides high-level assistance with implementing new GASB requirements, as deemed necessary for proper governmental accounting practices and procedures.
- Identifies areas for improvement and develops corrective action plans for any audit findings related to SAO’s internal accounting controls.
- Performs testing and supports the installation and/or upgrades to the statewide uniform accounting system and reporting system.
- Evaluates options available in the uniform accounting system for improved efficiency in accounting and financial reporting operations.
- Participates and performs the preparation of ACFR projects including, but not limited to: fund balance restatement, major/non-major fund analysis, budget to actual statements, and statements of cash flows.
- Trains and supports the senior accounting analyst(s) in budget responsibilities, ACFR projects, and the preparation of the ACFR.
- Gathers, analyzes and interprets financial information from the statewide accounting system, as submitted by other state agencies.
- Other duties as directed.
- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Knowledge of and ability to apply Governmental Accounting Standards Board (GASB) requirements, as applied to government accounting systems.
- Knowledge of audit processes as an accountant for an entity being audited or from experience in public accounting.
- Knowledge of governmental accounting.
- Knowledge of internal controls over accounting applications.
- Knowledge of state and federal laws, rules, regulations, and statutes and their relation to financial and payroll transactions.
- Knowledge of large financial and reporting systems.
- Ability to meet deadlines required by state statutes.
- Ability to coordinate diverse groups in state government to achieve goals of accuracy and efficiency in fund allocation, loading of legislative appropriations into the uniform accounting system, and provision of data by those agencies for the compilation of the ACFR for the state.
- Ability to deliver customer service to agency users, flexibility, and a strong ability and willingness to work with others.
- Possess strong organizational skills and attention to detail.

GENERAL DESCRIPTION:
The Wyoming State Auditor’s Office (SAO) is seeking a detail-oriented Principal Accountant to support the agency’s mission of protecting public money by ensuring that it is properly accounted for in the most efficient and cost-effective way. The position is responsible for fixed asset reporting, preparing monthly updates of revenues and expenditures, reverting lapsed appropriations to the general fund, coordinating with other state agencies for reporting, and ensuring the SAO complies with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements for governmental accounting.
