      Note on Salary: Effective the first pay period of January 2025, this position will receive a 3% base salary increase.

      Hiring Incentive Program: This position qualifies for the City's hiring incentive program of 10% of the top of the salary range, paid in three increments over a three-year period.

      The City of Goleta is offering an exciting career opportunity to join the City as a Principal Civil Engineer. This vacancy is in the Capital Improvement Program (CIP) Division of Public Works, where engineers review development-related documents to assure compliance with established City standards and provide Public Works support to the Planning Department.

      IDEAL CANDIDATE

      The ideal candidate possesses a high level of technical and leadership skills, with experience managing large complex projects and working effectively with political bodies. They exercise independent judgment in scheduling, assigning, and coordinating work with other units. Knowledge of environmental and regulatory requirements for CIP Projects, civil, drainage, and traffic experience, political acumen, and excellent customer support skills are highly desirable.

      ABOUT THE POSITION

      The Principal Civil Engineer will develop departmental goals and policies related to the capital improvement program, oversee project management, environmental reviews, cost estimating, contract administration, and budgeting.

      Requires a Bachelor's degree and 5 years of professional engineering experience, including 2 years in a supervisory role. Registration as a Civil Engineer in California is required.

      ABOUT THE DEPARTMENT

      The Public Works Department includes divisions such as Administration, Engineering Services, Traffic and Transportation, Capital Improvement Program, Parks & Open Space Maintenance, Street Maintenance, and Environmental Services/Solid Waste.

      Examples of Duties

      Definition & Class Characteristics

      Under general direction, to manage Public Works engineering divisions, perform technical and administrative work, supervise staff and contractors, coordinate with other agencies, and provide staff assistance. This is a management level class with greater independence and involvement in policy matters.

      Essential Job Functions

      • Develop and implement departmental goals, policies, and procedures.
      • Provide direction to staff, coordinate issues for council approval, and monitor workflows.
      • Manage division budgets, staffing, equipment, and expenditures.
      • Oversee capital improvement budgets and construction plans.
      • Coordinate engineering activities with other departments and agencies.
      • Review and approve plans, maps, and specifications.
      • Negotiate agreements, supervise consultants and contractors, and review land development projects.
      • Prepare and review traffic studies, represent the city in proposals, and attend hearings.
      • Develop technical reports, serve on committees, and supervise staff.

      Qualifications

      Education, Experience, and Training

      • Bachelor's degree in engineering from an accredited institution.
      • Five years of professional engineering experience, including two in supervision.

      Knowledge and Abilities

      • Principles of engineering, project management, and city policies.
      • Applicable laws and regulations.
      • Supervision, training, and evaluation principles.

      Licenses or Certificates

      • Valid Civil Engineer license issued by the California Board.
      • Traffic Engineer license is desirable and may substitute for the Civil Engineer license for traffic/transportation roles.

      Supplemental Information

      Physical and Mental Demands/Working Conditions

      Includes reading, writing, operating equipment, problem-solving, and managing multiple projects. Must work efficiently, may require light lifting, and work extended hours including evenings and weekends. Travel outside city boundaries may be required.
