- Relevant experience in developing cost estimates for Offshore and Onshore Oil & Gas project.
- Experience in managing Oil & Gas projects, Energy Transitions, etc.
- Must be fluent in written and verbal communication in English
- Ability to work well under pressure and balance multiple tasks / bids at a time
- Ability to prepare quick Man-hour Estimates / Cost Estimates / Executive Bid Summaries / Benchmarks within time schedules agreed in proactive nature.
- Must be deadline driven
- Ability to work efficiently in teams and alone
- Above average Microsoft Excel skills
- Analytical skills
- Responsible for the overall coordination, development and submittal of MDR’s commercial proposals.
- The Principal Estimator prepares the “Estimate Plan” prior to commencing and the “Basis of Estimate” document upon completion of the estimate. In addition, the professional provides guidance, direction and specialized assistance for the resolution of complex estimating problems in accordance with the company’s procedures.
- The Principal Estimator will be reporting to the Estimating Manager and will have a role of the Lead Estimator assigned to a medium and large project who will coordinate all the cost related activities with the functional departments and prepare the Basis of Estimate to be presented to Senior Management.
- Additional duties include but are not limited to the following:
- Provides guidance and direction to the Project Management team with respect to cost basis for estimates.
- Provides the project management team with Project Schedule input data from the estimate.
- Estimate Preparation and Estimate Reviews process.
- Organizes and supervises assigned staff as appropriate.
- Plans and works pro-actively with the other functional departments to identify priorities and expedites estimate input data to achieve the planned completion date and quality.
- Combines inputs from functional departments into a total estimate. Completes management review forms as well as bid summary cost templates.
- Reviews contractual documents and contract modifications to determine scope of work and scope changes.
- Licensing with other department on estimating inputs such as obtains early phase quotes for materials and services and assigns these costs within the estimate.
- Ensure appropriate cost estimating tools and methodologies are available to provide accurate cost and resource estimates for all component in the agreed project Work Breakdown Structure (WBS)
- Review and clarify responses received from each function
- Reviews material takeoffs for mathematical and technical consistency.
- Develops labor cost rates and productivity ratios.
- Leading and guiding discipline estimators for development of materials, labor and subcontract take-offs, coordinate for timely inputs with Engineering, Procurement, Construction, Finance, Tax, Global Mobility & Legal.
- Review Bids received by procurement for equipment and bulk materials, bids for subcontract packages for cost point of view and tabulate bid summary for equipment /packages, materials and construction pricing.
- Responsible to generate a complete cost estimate from basic take offs through final cost of all equipment, bulks, fabrication, construction man-hours, direct and In-direct cost, site infrastructure and localization cost.
- Participate in risk assessment meetings and runs Monte Carlo risk analysis
- Obtain technical, commercial and contractual qualifications & exceptions as relevant, for input into bid document
- Ensure the estimate is built up methodically in sufficient detail and is in accordance with good estimating practice
- Ensure that the commercial reviews are completed by appropriate internal departments and that the issues identified are resolved via clarifications or addressed within final proposal
- Ensure that the proposal submitted is fully comply with the ITT requirement.
- Develop, implement and maintain fit-for-purpose cost estimating norms/models
- Accumulates, evaluates and documents historical cost data and construction procedures and methods to maintain current estimating standards and databases.
- Develops and presents relevant cost background information.
- Participates in client presentations and negotiations as required.
- Maintain cost estimating database with necessary documentation to allow quality benchmarking of the estimates and assess competitiveness of norms, allowances and contingencies
- Performs other responsibilities associated with this position as may be appropriate.
