- possess a university degree in the areas of security, international relations, risk management from an institute of recognised standing or an equivalent qualification;
- have at least 5 years’ relevant, in-depth and broad experience in the field of security, in progressively responsible positions, ideally within a sizeable international or governmental organisation;
- possess experience in a responsible position requiring collaboration and coordination with stakeholders on security issues;
- have extensive relevant experience of management policy and implementation responsibilities;
- possess experience in working in diverse teams in a multicultural environment;
- possess excellent analytical, writing and communication skills;

- have computer literacy and good command of MS Windows applications (Word, Excel, PowerPoint and Outlook);
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; and III (“Intermediate”) in the other.
- a graduate degree (Masters or Ph.D.) in a related field;
- familiarity with the NATO civilian and military structure and be conversant with the challenges, tasks and new missions of the Alliance in the changing strategic and politico-military environment;
- demonstrated project management experience.

!*!1. SUMMARY
The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General for Intelligence and Security (ASG I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence (DASG-I); and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security (DASG-S).
The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General.
The NOS comprises the Office of the Director, the Security and Policy Oversight Branch (SPOB), the Protective Security and Emergency Services Branch (PSESB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU). Its functional areas address: personnel, physical, information and industrial security, communication and information systems security (including cyber defence); counterintelligence and counterespionage; threats from terrorism; close protection; security force services; emergency response services (e.g. fire and medical).
The Office of the DASG-S/Director NOS ensures the effective and efficient management of the NOS. In coordination with the JISD Front Office (FO), manages the tasks for NOS, working with the relevant NOS branches and unit heads and other stakeholders. It provides support to the DASG-S/Director NOS on security, operational, organizational, management, administrative, and other relevant issues. It ensures that the work across the spectrum of the NOS activities is coherent and consistent with the JISD objectives.
The Principal Staff Officer (Security) supports the DASG-S/Director NOS to ensure the effective and efficient management of the NOS. In coordination the Executive Officer (XO) JISD, s/he is responsible for the coordination of taskings with the relevant NOS Branches and Section heads. S/he provides advice to the DASG-S/Director NOS on security, policy, operational and other relevant issues and drafts working papers, policy documents and speaking briefs on those subjects. S/He undertakes detailed security, policy, and operational studies and projects and ensures that the work is coherent and consistent with the overall JISD objectives. In coordination with the XO JISD, s/he provides inputs for planning the human and financial resources by the JISD Front Office and ensures the expenditure of allocated funds is in line with the JISD objectives. .

Planning and Execution
In coordination with the XO JISD, contribute to the management of tasks with the relevant NOS Branch and Section heads. Monitor the compliance with all taskings received from the Director and through JISD FO. Follow up to ensure that correct procedures are followed and deadlines met. Ensure that the work of the NOS is coherent and consistent across the full spectrum of its activities, the Branches and the Close Protection Unit, and in line with JISD objectives. Ensure that DASG-S’/Director NOS’ intent is implemented consistently over time and is aligned with JISD objectives. Undertake detailed studies and projects as required by DASG-S/Director NOS. Provide advice to the DASG-S/Director NOS on security including policy, operational and other relevant issues. Draft working papers, policy documents and speaking briefs. Serve as the point of contact for all elements of the NOS on security. Facilitate dialogue and communicate on a daily basis with major stakeholders as well as resolve issues for the NOS, informing and advising the DASG-S/Director NOS and other stakeholders, as necessary, on a variety of security and development issues. Represent the DASG-S/Director NOS at meetings and in liaison with senior NATO staff and national representatives.
People Management
Assist the DASG-S/Director NOS in promoting sound and inclusive management principles for the JISD and to ensure that work is performed in an efficient and effective manner. Promote integrity, professionalism and accountability through a sound and inclusive leadership culture.
Expertise Development
Draft working papers, policy documents, speaking briefs and correspondence on various security policy and management-related issues. Synthesise information from a variety of sources, develop conclusions and present results to the DASG-S/Director NOS in a clear and concise manner.
Policy Development
In coordination with XO JISD, work with IS divisions/independent offices, IMS and other NATO Bodies located at NATO HQ to coordinate security related policy implementation matters. Advise the DASG-S/Director NOS on policy development within the NOS as well as in relation to other elements of the International Staff.
Financial Management
Contribute to NOS inputs to the JISD civil budget and financial transactions and prepare strategic and long-term budgetary forecasts in coordination with the XO and the Administrative Officer (AO) and the Budget Officer (BO).
Project Management
Plan, organise and supervise special projects under the aegis of the DASG-S/ Director NOS, as directed.
Organisational Efficiencies
Monitor the efficiency of the components of the NOS and carry out studies on different aspects of the services provided, as directed, as well as make recommendations on ways to improve their efficiency and cost effectiveness. Work with the XO, AO and BO JISD to enhance intra-divisional cooperation and coordination. Participate in cross-divisional efforts, as appropriate, to develop and determine procedures and regulations that promote communication. Develop horizontal and vertical working relationships with other divisions, independent offices as well as civil and military bodies as appropriate.
Knowledge Management
Facilitate intra- and inter-divisional information sharing and ensure that knowledge is being shared within the JISD in general and the NOS in particular.

4. INTERRELATIONSHIPS
The incumbent reports to the DASG-S/Director NOS, and works in close cooperation with the heads of the three Branches and the Close Protection Unit. S/He also works in close coordination with the XO, AO, BO JISD will be required to deal with NATO IS, IMS and national staff at all levels.

CONTRACTContract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.Contract clause applicable:In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.
