      The Opportunity:

      The Multnomah County District Attorney's Office is currently hiring for a Procurement Analyst to work with our Finance Team. We are looking for a detailed oriented professional with technical skills to support our team.

      The Procurement Analyst will use the Federal Law, Oregon Revised Statutes Chapters 279 and County Purchasing procedures to conduct market research and cost-effective analyses, create scopes of work, feasibility Analysis and conduct sourcing events in conjunction with the County Attorney, Risk Management & DCM purchasing. Prepare, develop and monitor contracts & amendments, different types of revue and expenditure intergovernmental and non-governmental agreement contracts.

      This position will be located at the Multnomah County Central Courthouse 1200 SW 1st Avenue, Portland, Oregon 97204. The work schedule is 8:00 am to 4:30 pm, Monday through Friday.

      This recruitment may be used to fill other vacancies within Multnomah County who are in need of a Procurement Analyst.

      Below is a brief description of the duties and responsibilities:

      • Procurement: Create and review requisitions in Multco Marketplace (MMP), outline agreements, small purchase orders, regular purchase orders, change orders, good receipts (GR); Order supplies, materials, equipment and services.

      • Contracts: Create, amend, renew and maintain different types of revenue and expenditure intergovernmental and non-governmental agreement contracts. Ensure that contracts comply with all applicable policies and procedures, i.e. insurance requirements.

      • Purchasing: Work and train MMP Shopper on how to order supplies in MMP or Amazon. Order other supplies, materials, equipment and services. Use MMP User Guides to close out to properly close out MMP orders and upload packing slips. Create MMP ensuring orders are closed; create reports and attach packing slips for Finance Manager review.

      • General administrative duties: Schedule maintenance and repairs for office equipment and furniture. Provides general support services to the work units.

      Required Minimum Qualifications / *Transferable Skills

      • Bachelor's degree with coursework in business, purchasing or a related field (in lieu of a degree, equivalent years of relevant experience will be considered)

      • Experience: One (1) to four (4) years of experience that demonstrates the ability to perform the duties of this position.

      Preferred Special Qualifications/Transferable Skills:

      • CPPB or CPPO Certification from Universal Public Procurement Certification Council.

      • More than 3 years experience in purchasing or contract administration

      Type of Position: This hourly union-represented position is eligible for overtime.
