Procurement Services supports the University community by setting procurement standards through policies, procedures, processes, and guidelines. It includes the Acquisitions & Sourcing team and the Services and Operations team. The Acquisitions & Sourcing team includes procurement professionals who conduct sourcing initiatives involving sourcing strategies, developing approved suppliers for the Supplier Network, leading procurements on behalf of the St. George campus, and providing training, support and guidance when required. The Services and Operations team is responsible for administering key central programs including the Purchasing and Travel & Hospitality cards, uSOURCE (the electronic marketplace), reviewing Purchase Orders for compliance prior to release and managing data analytics and reporting.

Reporting to the Manager, Acquisitions & Sourcing and working closely and collaboratively with peer team members, the Procurement Officer is a key resource that supports, oversees and executes the procurement process consistent with University policies, Trade Agreements and the Broader Public Sector Procurement Directive. This role promotes awareness and details of the Procurement Supplier Network, develops approved supplier negotiated agreements for the University community, and provides customer support to internal users with procurement and supplier matters. Other key responsibilities are tendering, evaluating, and administering contractual agreements (including price, quality, terms, delivery schedule, etc.) for goods and services and engaging with prospective and current suppliers to ensure the University community is provided with the best goods and services available to meet their needs.
Your responsibilities will include:
• Leading the procurement process including tendering, evaluating, and contract management.
• Advising on procurement options, ensuring procurement processes comply with Procurement policies for consistency and quality assurance.
• Supporting internal clients when developing performance and evaluation specifications associated with Request for Proposal/Quotation/Information documents.
• Conducting detailed analysis of competitive solicitations including financial considerations.
• Ensuring the procurement process is fair, competitive, and transparent within timelines, budget, and deliverables.
• Building and strengthening relationships with stakeholders and partners of strategic importance.
• Analyzing and monitoring approved supplier performance based on contracted agreements and strategic objectives.
• Serving as a resource to others by providing (non-supervisory) job-related guidance.
Essential Qualifications:
• Bachelor's Degree and Supply Chain Designation (e.g., CPPB/CPPO/NIGP-CPP/CSCMP/SCMP - or equivalent) or an acceptable combination of equivalent experience.
• Minimum five years experience in contracting, strategic sourcing, and negotiations.
• Expertise leading the procurement process including, tendering, evaluating, and contract management for a diverse group of end users.
• Experience identifying and evaluating sources of supply using “RFx” electronic tools including developing solicitation documentation, performance specifications, terms, and conditions.
• Experience in conducting analyses of competitive and non-competitive solicitations and negotiating agreements utilizing University approved templates.
• Experience analyzing, monitoring, and reporting supplier performance based upon contracted agreements and strategic objectives, serving as liaison between supplier and University client for their respective responsibilities and setting supplier expectations and supplier performance and ability to meet end user requirements.
• Knowledge of applicable Trade Agreements and Broader Public Sector Procurement Directive.
• Ability to prioritize workload with multiple competing projects and tasks, and unplanned urgent requests.
• Team player with strong interpersonal and communication skills to build and strengthen relationships with internal and external stakeholders.
• Software knowledge with Microsoft Office and Excel and familiarity with SAP/Merx/Bonfire would be an asset.To be successful in this role you will be:

Pay Scale Group & Hiring Zone:
USW Pay Band 14 -- $88,290 with an annual step progression to a maximum of $112,911. Pay scale and job class assignment is subject to determination pursuant to the Job Evaluation/Pay Equity Maintenance Protocol.
