Own and manage a development team backlog; continuously order and prioritize to ensure that 1-2 sprints/iterations of backlog are always ready
Contribute and influence the overall project backlog of requirements.
Interactions with Customers, Product Manager, and Lead Product Owner to elaborate requirements into actionable Features and user Stories
Elaborate requirements into Features and User Stories, including strong acceptance criteria and requirement traceability.
Translate unstructured or ambiguous work requests into actionable user stories
Reviews Features and user Stories with the customer, Product Manager, and Lead Product Owner to ensure they meet customer and product needs
Demonstrate expert-level skill in problem decomposition and ability to navigate through ambiguity
Engage frequently with the development team; facilitate discussions, provide clarification, story acceptance and refinement, testing, and validation; contributes to design activities and decisions
Triage incoming customer-reported problems, quickly determine if the expected behavior is not met, and define severity and priority. Actively look to reduce the investigation load from the team by performing the initial investigations until the reported system behavior is understood.
Understand security and compliance requirements; establish seamless integration with Cyber Security and Compliance teams
Ensures Development team Features and User Stories meet DoR & DoD
Demonstrate superior persuasion and influencing skills that ensure alignment between customer, product manager and engineering team
Accept/Reject Development Team Features/User Stories and defects.
Use software industry standard tools to plan and track features and user stories such as Azure DevOps or similar.
Organize and facilitate continuous Backlog Grooming of Development team Features/Stories
Lead efforts to drive resolution of production issues across support and engineering teams
Reviews User Stories with Lead PO to ensure they meet customer and product needs
Participate in PO Syncs
Participate in Change Control Board meetings
Participate in Project-wide Backlog grooming
Leads Sprint Planning meetings
Analyze, translate and refine requirements using critical evaluation techniques, focus groups, meetings, negotiation, and systems knowledge working them into system designs and lower-level requirements.
Develops/documents use cases, current or proposed processes, workflows, data flows, functional specifics, risk integration, and customer adoption plans.
Takes an active role in developing product-level documents such as product specifications, requirement specifications, white papers, and use cases
Takes an active role in developing segment-level documents such as requirement specifications, interface control documents and data dictionaries
Manages requirements and tracing in requirements management software
Other duties as assigned
Bachelor’s degree in Engineering, Computer Science, MIS, Product Management or a closely related discipline
A minimum of 4 years experience as a product owner in an agile software development environment or similar role
Proficient in the use of the English language. Ability to negotiate and express themselves in a precise and efficient fashion
A minimum of 3 years experience in requirement development and management.
Strong Dispatching/Railroad Experience is a big plus
Work under minimal supervision.
Excellent communication skills and the ability to interface with senior leadership with confidence and clarity.
Able to work well with global teams, including time-zone flexibility.
Skilled in providing oversight and mentoring team members. Shows ability to effectively delegate work
Familiar with middleware messaging systems, microservices, SQL / No SQL Database.
Ability to understand the technology stack and its impact on the final product.
Ability to develop credibility and strong positive relationships with customers, peers, and managers.
Demonstrated understanding or ability to learn detailed technical and railway operations processes
System and software requirements elicitation and documentation skills (requirement and design documents),
Experience with business process analysis (current state, future state, gap analysis), requirements gathering and documentation around application/development projects,
Demonstrated understanding of requirements management processes (techniques for analyzing, documenting, planning, verifying, testing and validating business requirements),
Hands-on experience in decomposing requirements into robust Agile-based Features and User Stories, including strong acceptance criteria and requirement traceability. Able to translate unstructured or ambiguous work requests into actionable user stories.
Ability to understand the technology stack and its impact on the final product. Capable of efficiently conducting customer and stakeholder interviews and elaborating on personas.

Wabtec’s Train Management And Dispatching System (TMDS) it is an integrated dispatch control solution that brings together multiple dispatching functions for Centralized Traffic Control (CTC), Track Warrant Control (TWC), Dark Territory (DT), and Positive Train Control (PTC) into one system for efficient train management. TMDS utilizes commercial-off-the-shelf hardware and software to create a system that is straightforward and easy to operate and maintain. You will be the Product Owner of a logical team consisting of software developers and testers on the Wabtec Train Control Office Systems (TCOS ) New Programs Project across railroads. You will work very closely with the TCOS Engineering Manager, Director, Release Engineer, other TCOS Project Product Owners, and System Engineers. You will provide the team with a clear and descriptive set of requirements captured as Agile Features and/or User stories and partner with the team to determine what can be delivered by balancing the need for new features, defects, and technical debt. You will provide mentoring and guidance to other product owners in best practices for defining, elaborating, and prioritizing requirements. You will be the product owner for at least one development team; owning the Scope Definition (Features/User stories & Defects), Elaboration, and Prioritization.
