      The starting salary range for this position is $99,301.28 - $114,196.47, depending on qualifications


      Performs professional and administrative engineering work in a wide variety of building projects. Plans, coordinates, and approves the work of professional and technical staff; attends public meetings and presentations; represents the Building Department at meetings related to city development. Reviews site plans and permits. Performs development review with consultant engineers. Facilitates the development of public trust and confidence in the City.


      This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.

      • Keeps the mission, vision and values of the City of Port St. Lucie and Building Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
      • Directs, manages, and supervises commercial and residential development projects.
      • Review and analyze structural drawings, calculations, and specifications for compliance with the Florida Building Code. Develops correspondence, reports, statistics, specifications, and other documentation required for planning, permitting, design, construction, or management of projects.
      • May participate in public relations, including preparation and presentation at public information meetings, homeowner association meetings, meetings with business owners, homeowners, or citizens.
      • Provides design, research, and technical support to other City Departments.
      • Reviews plans and permit applications for compliance with applicable codes and standards; conducts technical studies and analyses as required.
      • Reviews and approves plans, calculations, permits, specifications, and other documentation related to commercial and residential construction throughout the City.
      • Participates as a member of City committees (Site Plan Review, Development Review, Selection of Consultants, Emergency Management, Safety Review, etc.).
      • Other duties as may be assigned.

      SUPERVISORY RESPONSIBILITIES

      Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

      EDUCATION AND/OR EXPERIENCE

      Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or related discipline required. A minimum of five (5) years of experience in management and civil engineering is required. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

      CERTIFICATES, LICENSES, REGISTRATIONS

      • A professional engineer/architect license in the State of Florida is required, or the ability to obtain state licensure within 12 months of the date of hire is required.
      • Possession of a valid driver’s license and maintenance of a clean driving record are required, with the ability to obtain a valid Florida driver’s license within 30 days from the date of hire.

      KNOWLEDGE, SKILLS, & ABILITIES

      • Knowledge of the principles and practices applied to the inspection and testing of materials used in construction projects.
      • Knowledge of principles and practices of building construction.
      • Thorough knowledge and understanding of building codes.
      • Knowledge of business English, spelling, and punctuation in order to prepare and compose the results of inspections.
      • Ability to read and interpret building plans, site plans, development plans, and zoning maps.
      • Knowledge of commercial occupancy classifications and special occupancies, and the applicable code requirements for each.
      • Ability to read and interpret complex commercial and residential building plans and specifications.
      • Ability to complete thorough reviews of commercial plans.
      • Ability to interpret technical designs and blueprints.
      • Ability to plan, schedule, and manage work activities related to site plan review division, surveying, and drafting design of civil engineering projects; survey stakeouts and inspections for residential and commercial construction.
      • Ability to establish and maintain effective working relationships with staff, consultants, employees, officials, and the public.
      • Ability to communicate efficiently and effectively in writing and orally.
      • Ability to focus on the positive in every situation.

      • Ability to model respect for individuals, teams, and the organization.
