- Three (3) years of relevant experience in an occupation related to the work assigned to this position
- A combination of related education and/or relevant experience in an occupation related to the work assigned equal to three (3) years.
Analysis of financial transactions to determine accuracy, completeness, and conformance to established policies and procedures and generally accepted accounting standards
Preparing, analyzing, and interpreting financial reports, statements and records, (e.g. balance sheets, profit and loss statements, amortization and depreciation schedules)
Assembling data and creating financial projections
Developing, implementing, modifying and documenting accounting systems
Reconciliation of accounts
Calculating and estimating effects of proposed changes in operating programs or accounting operations;
Auditing processes
Revenue recognition & contract completion recognition
Account troubleshooting and problem solving
Implementing and/or designing of financial controls
GL system maintenance
Making account recommendations
Strong preference will be given to candidates who have 27 credit hours of accounting or auditing coursework from an accredited college or university
Demonstrated proficiency with Microsoft Office software, specifically Excel
Demonstrated experience working with CORE (Advantage)
Preference will be given to candidates with public-sector and/or government accounting experience
Demonstrated knowledge and experience with program accounting principles and practices with human-services related programs
Preference will be given to candidates who demonstrate having greater depth of experience and knowledge related to accounting principles and practices
Must be willing to submit to and able to successfully pass a criminal background check.

About this Unit:
Program Accounting exists to provide accountable financial information about the Human Services Programs, both State and Federal, to the Management of the Department of Human Services, the State Controller's Office, the federal government, the county departments of social/human services and others in need of information in an efficient and timely manner.The Program Accountant generates, compiles, analyzes, and interprets all the accounting and reporting functions for all State and Federal programs assigned. This position will be responsible for assisting the program accounting unit with invoice approvals and reconciliations of federal grants.
About this Position:
This is a professional accounting position that reviews, analyzes, and processes on accounting payments for all State and Federal programs assigned.
The position is responsible for understanding the coding and records for processing in CORE along with working directly with assigned program accountants to assist in providing necessary information and reporting.
Summary of Duties:
Daily Accounting Activities:Review payment documents created within the CORE accounting system. Use judgment in determining which payment documents can be approved based on assessing the documentation, guidance/rules and current funding and availability of the program. Contact departmental personnel and/or program accountant regarding any problems that may occur in processing various payments as submitted where concerns exist for any reason. Communicate with the appropriate program accountants regarding any problems with appropriation or budget issues. Modify payment documents as requested by program accountants, and monitor rejected payment documents to facilitate timely payment. Understand and interpret State, Departmental, and program rules and regulations. This position may be tasked with processing travel reimbursement requests in accordance with the department’s travel policy.
Assist Program Accountants:Assist program accountant in preparing program financial reports on a monthly, quarterly, semi-annual, and annual basis. This may include collecting documentation to assist program accountant in analyzing and interpreting CORE data to determine if costs are allowable or unallowable.
Assists program accountants in preparing system reports for all assigned programs by collecting documentation on payments through CORE reports and by utilizing a variety of excel spreadsheets. Assists program accountants with documentation and reports to help with monitoring budget balances, preparing budgetary documents for allocations, transfers, increases, decreases, and for creating corrections for appropriations by program
