    • Administers, coordinates, and supervises the Judy Center.
    • Works collaboratively with community agencies to identify eligible children and families.
    • Administers, coordinates, and/or schedule trainings for staff.
    • Develops, manages, and/or coordinates the program budget.
    • Writes or coordinates the writing of grant proposals.
    • Acts as a liaison, coordinator, spokesperson, and/or team leader to FCPS and/or other agencies.
    • Develops, manages, and/or coordinates the development of databases and information to track, analyze, and report program progress.
    • Collaborates with partners to analyze and develop program objectives and policy information.
    • Keeps files and records required by the program and external and internal evaluators.
    • Keeps abreast of current developments in the field; attends special seminars and training, as required.
    • Attends special seminars and trainings, as required.
    • Facilitates problem solving and information gathering for the general public, parents, employees, and government officials.
    • Maintains proficiency in the use of technology including, but not limited to, desktop and system software, to meet administrative needs.
    • Attends meetings, conferences, and/or trainings, as required by supervisor and as dictated by the program.
    • Performs other duties which are consistent with the scope and nature of the position and assigned by the Supervisor of Early Childhood Education and Judy Center.
    • Bachelor’s degree in education, public administration business, social work, or related field.
    • Two (2) years of successful experience as an administrator and/or director of a program.
    • Two (2) years of successful experience writing grants and administering a budget.
    • One (1) year of successful experience working with databases, spreadsheets, and word-processing programs.
    • Knowledge and use of culturally responsive practices.
    • Knowledge of community resources.
    • Strong analytical skills.
    • Ability to plan, coordinate and execute strategic initiatives.
    • Knowledge of applicable local, state, and federal laws, regulations, policies, and practices.
    • Demonstrates knowledge and experience with technology applications.
    • Ability to make decisions independently based upon experience, judgment, and established departmental procedures and policies.
    • Advanced verbal and written communication skills.
    • Excellent organizational and time management skills.
    • Ability to effectively interface with employees, vendors, company representatives, and other stakeholders.
    • Ability to handle confidential and highly sensitive information in a professional manner.

    • Sufficient hearing to hear and comprehend conversations in person and on the telephone, as well as distinguish sounds up to twenty (20) feet.
    • Occasionally climb or balance.
    • Occasionally stoop, kneel, crouch, or crawl.
    • Occasionally lift five to ten (5-10) pounds.
    • Moderate noise (examples: office environment with computers, printers, and telephones; regular conversations within offices, cubicles, hallways, and conference rooms; meetings one-on-one, in small groups, and large settings, etc.).
    • Master’s degree in education, public administration business, social work, or related field.
    • Two (2) years of experience working in an educational system in an administrative capacity.
    • Two (2) years or more as an early childhood teacher or trainer.
    • Bilingual (Spanish).
    • Familiarity with the FCPS policies, goals, and programs.

      Salary
      • Support Salary Scale Grade S16: $35.83 per hour; starting

      Under the Fair Labor and Standards Act this position is non-exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System.

      Role

      The Program Administrator has the primary responsibility for managing the Judy Center, including its early childhood component, for the Frederick County Public Schools (FCPS).

      Essential Functions

      Reporting directly to the Supervisor of Early Childhood Education and Judy Center, the Program Administrator—Judy Center performs, as a minimum, the following duties:
      • Administers, coordinates, and supervises the Judy Center.
      • Works collaboratively with community agencies to identify eligible children and families.

      Education/Training/Experience:
