      Job Summary:

      Harris County Flood Control District is seeking a qualified candidate for the role of Program Analyst.

      The Flood Control District has the mission to reduce the risk of flooding in Harris County, which is the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

      Reporting to the Chief Finance & Administration Officer for the District, the Program Analyst will be responsible for applying analytical, program, and project management methodologies to cross-department performance management, budget and finance, administrative, and other major initiatives to continuously improve overall performance and efficiency for the Flood Control District.

      Essential Functions and Duties:

      • Engage with agency staff to lead process improvement exercises to deliver more efficient operations.

      • Track, analyze, and evaluate key performance indicators performing root cause analysis where problems exist and facilitating the formulation of solutions with staff.

      • Identify and implement technological solutions and systems for continuous improvement programs and other appropriate applications, in partnership with technical services.

      • Conduct quantitative and qualitative analyses, as required, consistent with commonly accepted practices for program evaluation.

      • Conduct critical, comprehensive investigations to evaluate the impact of specific policies and procedures.

      • Develop and administer operating policies and procedures, including training.

      • Develop reports, special documents, or publications as assigned.

      • Research and understand fairly complex legal and regulatory requirements for particular lines of business or operations.

      • Partner with the performance and project controls team to establish standard operating procedures, workflows, dashboards, etc.

      • Engage in contracting and procurement activities in partnership with the procurement team.

      • Draft and review detailed memos on complex issues and conduct briefings for senior leadership.

      • Confer regularly with program managers to keep apprised of new or changing procedures, positions, requirements, and special priority matters.

      • Participate in community and stakeholder engagement activities as needed.

      • Participate in the development of management and administrative policies, procedures, and strategic plans with short and long-term objectives.

      • Assist in preparing agenda items and responses for Commissioners Court.

      • Outline and address issues and risks impacting ongoing projects and escalate as deemed necessary to the supervisor.

      • Conduct administrative tasks such as scheduling meetings, coordinating briefings, managing agency-related events, etc.

      • Handle highly confidential information.

      • Perform other duties that may be added or changed as the course and scope of the job directs.

      Education and Experience:

      • Bachelor’s degree in Business Administration, Economics, Public Administration/Policy or a field directly related to the type of work being performed.

      • Three (3) years of professional administrative, financial, analytical, or consulting experience related to the type of work being performed.

      • Prior experience related to performance improvement, financial analysis, grants management, change management, program or project management, procurement, information technology, innovation, or internal/external consulting; or

      • An equivalent combination of education and experience may be considered.

      Required Licenses:

      • Valid Class "C" Texas Driver’s License.

      Knowledge, Skills, and Abilities:

      • Strong skills using Microsoft Office applications (Outlook, Word, PowerPoint, Excel, TEAMS, SharePoint, etc.), including complex Excel functions, pivot tables, charts, etc.

      • Advanced knowledge of program evaluation, performance management, and process improvement techniques, and their application.

      • Ability to think strategically, critically, and creatively.

      • Demonstrated ability to develop standard operating procedures, written protocol, and guidance materials.

      • Demonstrated analytical ability to assess and evaluate proposed or existing procedures and provide recommendations for improved outcomes.

      • Demonstrated ability to conduct research on the feasibility of proposed solutions to Operational gaps or inconsistencies to positively influence the overall department mission.

      • Demonstrated ability to be responsive to numerous concurrent requests; and to establish priorities to advance a large body of work.

      • Excellent oral and written communication/interpersonal skills.

      • Demonstrated ability to engage and convene diverse stakeholder groups.
