Job Description

- Evaluates, analyzes and identifies issues regarding current policies, programs, legislation and develops recommendations for changes
- Collects, analyzes, maintains and evaluates data on social assistance needs in Peel and identifies emerging needs
- Provides information and analytical reports for divisional management
- Collaborates with other Regional staff as required (for example, for the development of training content, creation of policies and processes, for the implementation of project plans, etc)
- Collaborates with Regional staff in Purchasing, Privacy, Contracts and Legal in the development of procurements, evaluation of agencies and negotiation of legal agreements including scopes of work, amendments, extentions and payment schedules.
- Supports the staff development process as it relates to program changes
- Represents the Region on inter-governmental committees and acts as liaison with community
- Works with third parties to assess community needs, information sharing, including membership or chairing of community meetings
- Works collaboratively to maintain effective working relationships with others
- May participate in mandatory staff training to ensure staff are supported in reference to existing and/or changing policies, may review procedures and policies
- Maintains a basic understanding of other key government policy, programs and legislation relevant to Ontario Works in Peel and individuals assisted through discretionary programs
- Assists purchasing and the Legal department in the development of procurements and negotiation of legal agreements
- Identify political trends and determine policy and financial impacts to the Division
- Prepare contracts, letters of agreement with external partners
- Provides direction, interpretation of policy or other relevant information to all staff
- Ensures all policies are current and maintains up-to-date information
- Minimum of a college diploma or university degree, combined with a minimum of three years work experience in the human services or policy fields; including training in research and policy analysis
- Specific knowledge of human services programs, employment programs, social services, planning, municipal government, provincial government, and community resources and services
- Interpersonal skills for effective liaison with others in a sensitive and effective manner
- Good knowledge of the Ontario Works Act, MFIPPA, working knowledge of ODSP Act and all other applicable legislation
- Sensitivity towards diversity in the Region of Peel
- Knowledge of computer applications (MS Office, Access, Visio & MS Project)
- Knowledge of housing, employment & education initiatives, labour market trends, children’s programs, public health policy, justice, mental health and addiction, municipal by law process, political trends and Human Rights/Ontarians with Disabilities act.
- Excellent written and verbal communication skills
- Research and analytical skills to gather and analyze data with the ability to consolidate, analyze, summarize and develop recommendations
- Excellent time management and organizational skills while managing multiple portfolios

Status: 1 Regular Full-time and 1 Contract Full-time up to December 31, 2024
Salary Range: $75,319 to $89,619 per annum

Location: 7120 Hurontario Street, Mississauga
Hours of Work: 35 hours per week
Who we are: Peel Housing Corporation provides safe, well maintained living environments for tenants in Peel Living and Region of Peel owned properties including: 71 residential properties, two transitional housing residences and three emergency shelters. These services contribute to a positive experience for residents and enhance neighbourhoods where the buildings are located.
The Role: The Program Analyst works as a member of Peel Housing Corporation to develop and maintain divisional policies and procedures for the provision of uniform service. The Program Analyst maintains a thorough knowledge of government policies, programs and legislation, and monitors/analyzes new government initiatives.

This position is a bargaining unit position represented by CUPE Local 966. Continuous employment is not guaranteed and may be subject to layoffs as outlined in the Collective Agreement Article 15.
Work Mode & Job Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 7120 Hurontario Street, Mississauga worksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.
