      SECRET CLEARANCE REQUIRED

      Seize your opportunity to make a personal impact as a Program Analyst Senior supporting Department of Navy International Program Office (Navy IPO). GDIT is your place to make meaningful contributions to challenging projects and grow a rewarding career. Position will draft, coordinate, and promulgate new policies and policy amendments to support DoN foreign disclosure and technology transfer policy and procedures. Research and then apply knowledge of existing administrative laws, policies, regulations, and precedents to analyze proposals for foreign disclosure and technology transfer related to DoN programs. Make recommendations to decision makers based on critical thinking and coordination with subject matter experts. Familiarity with National Disclosure Policy Committee (NDPC), the DoN Technology Transfer and Security Assistance Review Board (TTSARB) and the DoN Foreign Disclosure Manual to provide recommendations to DoN program offices for achieving their program goals and objectives in a manner consistent with policy. Draft requests for Exceptions to the NDP for interagency review. Monitor the voting on these requests and provide detailed substantive answers to questions received in order to defend the DoN position when necessary. Apply knowledge and resources to develop and deliver oral and/or written summaries of foreign disclosure and technology transfer issues and potential solutions. Review requests related to DoN foreign disclosure and technology transfer. Research existing policy and apply critical thinking and initiative to respond to requests, including the amendment of policy if requirement dictates. Process export license requests by researching, analyzing, and assessing technology transfer concerns. Develop draft positions, coordinate proposals with other DoD offices, and develop briefings as required.
