  PROGRAM/DEPARTMENT DESCRIPTION

  The Division of Healthy Start Systems is in the Child, Adolescent, and Family Health Bureau (CAFH) at the Boston Public Health Commission. The mission of the Division is to promote infant, maternal, and family health with a focus on reducing health inequities. The Division includes the following programs: Boston Healthy Start Initiative, Healthy Baby/Healthy Child, Healthy Start in Housing, Welcome Family, and Shirley's Food Pantry and Early Childhood Mental Health. These programs provide support to clients through care coordination, connection to resources, health education, and advocacy.

  The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), has awarded BPHC with the Grant for Expansion and Sustainability of the Comprehensive Community Mental Health Services for Children (also known as the Children's Mental Health Initiative or CMHI), with Serious Emotional Disturbances. The goal is to provide resources to improve the mental health outcomes for children at risk for or with serious emotional disturbances (SED), and their families. SAMHA CMHI supports the implementation, expansion, and integration of the System of Care (SOC) by creating sustainable infrastructure and services. SAMSHA's mission is to lead public health and service delivery efforts that promote mental health, prevent substance misuse, and provide treatments and supports to foster recovery while ensuring equitable access and better outcomes. SAMHSA envisions that people with, affected by, or at risk for mental health and substance use conditions receive care, thrive, and achieve wellbeing. SAMSHA's goal and mission is in line with BPHC's strategic plan, as well as our commitment to be a model leader in addressing racial justice and health equity.

  The Early Childhood Mental Health (ECMH) Program will work to fulfill the Substance Abuse Mental Health Services Administration (SAMHSA) Children's Mental Health Initiative (CMHI) through the promotion of social and emotional wellness in young children and their families in the Boston Area, by identifying and addressing social emotional concerns in children ages birth up to four years old. It will do this by connecting caregivers to a mental health clinician and a coordinator to assess the family strengths and needs and support the family with agreed upon treatment, as well offer entry-level ECMH consultations and spreading awareness of the importance of healthy social emotional development.

  POSITION DESCRIPTION

  The Program Coordinator I primary responsibilities includes collaborating with internal and external partners to strengthen system of care for early childhood mental health, promoting engagement in project activities, teaming to identify best practices in healthy start systems settings, developing outreach strategies to promote family engagement, and supporting the ECMH Mental Health Clinician with case management, data entry and entry-level ECMH consultations.

  Duties and Responsibilities:

  • Work to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism policy.
  • Promote health equity, inclusion, and diversity within the BPHC and the community.
  • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
  • Work collaboratively to identify gaps in resources and services available to families of young children ages from birth to four.
  • Promote consumer engagement in project activities, including participation in committees, parent council, community events, workgroups, planning activities, learning collaboratives and trainings.
  • Support Family lead manager identify parents for the strengthening of system of care to become leaders in promoting social and emotional health in Boston.
  • Develop outreach materials aimed at promotion of early childhood social and emotional development to diverse families and community partners.
  • Support the Mental Health Clinician with Assessments.
  • Responsible for data entry in ETO as well as SAMSHA's Performance Accountability and Reporting System (SPARS).
  • Collaborate with external and internal stakeholders to support this project, including evaluators, community health centers and others. In partnership with the Research and Evaluation office, HSS leadership, and evaluation partners, designs, and implements evaluation to determine the reach and impact of the program.
  • Delivers services according to established protocols.
  • Performs other duties as assigned.

  Qualifications

  The following qualifications, skills, and knowledge are required:

  • Passionate commitment to health equity and racial/social justice issues.
  • Knowledge or willingness to learn about the role of public health in addressing racism, the social determinants of health and inequities in health outcomes as well as strategies to advance racial justice and health equity.
  • Bachelor's degree in psychology, social work, Human Servies or related field.
  • Academic and professional training in child development and early childhood mental health, including trauma focused treatment interventions for young children.
  • Ability to accurately enter data and meet SAMSHA deadlines.

  • Ability to establish rapport with others and to maintain harmonious working relationships Experience with and knowledge of local community agencies and health care providers.
  • Good organizational skills with ability to develop timelines and meet deadlines.

  • Excellent coordination and interpersonal skills and ability to communicate effectively.

  The following qualifications, skills, and knowledge are preferred:

  • Experience in data entry and record keeping systems.
  • Experience and/or academic training in child development specifically in children birth to four years old.
  • Knowledge of Boston and the communities.
  • Knowledge of the Boston Public Health Commission.
