PROGRAM OVERVIEW:
Public Health Management Corporation (PHMC) will provide comprehensive financial management support to ensure the successful implementation of the City of Philadelphia’s Office of Policy and Strategic Initiatives for Criminal Justice and Public Safety (CJPS) Anti-Violence Community Partnership Grants Program (AVCPG). Two grant opportunities comprise the AVCPG including the Community Expansion Grant (CEG) and the Targeted Community Impact Grant (TCIG). Organizations funded through AVCPG will have varying levels of experience in managing grant funds. PHMC will tailor fiscal support of grantees according to the individual needs of the organization. PHMC will ensure compliance with CJPS and other financial reporting requirements. PHMC may adjust support levels as needed based on grant changes and complexities.
RESPONSIBILITIES
This position is an office-based position, located in Philadelphia.
HOURS: Monday through Friday, 8:30 am - 5:00 pm.
· Direct the AVCPG Program using project management software such as MS Teams, Smartsheet and Salesforce to help monitor workplan activities and meet targeted timeline.
· Lead the development and optimization of systems and processes to ensure efficient financial management and grant disbursement for all grantees involved in the AVCPG program.
· Support Project Manager and Project Coordinator with the development, coordination, execution, tracking and reporting of program deliverables.
· Collaborate with internal teams to streamline workflows and enhance operational efficiency.
· Implement and maintain systems to track grant disbursements, spending and compliance.
· Direct the coordination and hosting of internal and external project meetings as needed with key stakeholders and act as a fiscal liaison between grantees, the CJPS, TA and evaluation provider and subcontractors.
· Support content development of trainings and resource, including slide development for fiscal orientation.
· Represent PHMC’s AVCPG Program on partner calls and meetings.
· Oversee development, execution, and tracking of contracts with AVCPG grantees and CJPS.
· Supervise AVCPG Program Manager.
· Support continuous quality improvement of projects with support for evaluation methods.
· Point of Contact for the City of Philadelphia and other organizations selected to lead evaluation as well as all other coordination and communication activities to be determined.
Programmatic Operations & Management:
· Provide guidance and expertise in Salesforce implementation to improve grant management and reporting capabilities.
· Collaborate with IT and Salesforce administrators to customize and maintain the Salesforce platform to meet program needs.
· Develop and implement new standard operating procedures to ensure consistent and effective financial management practices.
· Ensure that all grant recipients understand and adhere to the established procedures.
· Maintain meticulous attention to detail in all financial transactions and reporting.
· Review and approve grant disbursements, budgets, and financial reports to ensure accuracy and compliance.
· Prepare and submit regular reports on grant activities, financial management, and program outcomes.
· Maintain thorough documentation of all financial transactions and grant-related activities
· Advise on PHMC’s AVCPG Program budget, including fund distribution, budget revisions, and financial planning.
Internal/External Partnerships
· Serve as a key contributor to PHMC s resources, such as PHMC Intranet and other channels, to ensure availability and use of such information.
· Serve as the primary liaison between the organization, grant recipients, and the City.
· Collaborate with City officials and partners to ensure grant compliance and reporting requirements are met.
· Participate in meetings with various stakeholders (community groups, provider coalitions, funders and community representatives) to position PHMC s efforts and strategize on program development.
Staff Oversight:
· Lead and mentor a dedicated team responsible for providing financial management support, fiscal orientation, and technical assistance to grant recipients.
· Foster a culture of excellence, accountability, and continuous improvement within the team.
· Directly supervise the Program Manager, and if needed support their management of the Project Coordinator
Evaluation & Continuous Improvement:
· Collaborate with evaluation and technical assistance contractors to provide data and information necessary for program assessment and improvement.
· Regularly assess and refine financial management processes and systems to ensure optimal program performance
Diversity, Equity & Inclusion:
· Develop PHMC public health programming that considers the impact of institutional racism on health and wellness.
· Encourage diversity and equity in hiring policies and contracting when developing public health program plans.
· Contribute to the development of metrics and collection of data to help PHMC public health programs measure the impact of its DEI policies and procedures.
· Participate in required trainings and events to help PHMC public health programs create an anti-racist, inclusive workspace for staff.

EXPERIENCE:
· At least ten years of experience in financial management and compliance, grant writing, project management, business development or related role.
· Nonprofit experience, or understanding of nonprofit landscape, required.
· Experience in health and human services preferred.
· Previous management experience and successful track record of leading and developing teams.
· Ability to work with all levels of the organization seamlessly C-suite to front-line service delivery staff.
· Microsoft Office Suite experience required.
· Customer Relationship Management system exposure and understanding preferred.
EDUCATION REQUIREMENT:
· This position requires a Master’s degree in a relevant field (Master’s in Business Administration, Health Administration, Public Health)
