      SUMMARY

      Under general supervision, it serves as a Program Implementation Expert providing consultation to the manager who will oversee the development and implementation of Co-Occurring Mental Health and Substance Use Disorder (COD) services, including the County-wide Overdose Prevention Program.

      The Program Implementation Expert will report to the Program Manager and will provide consultation services as the department seeks to plan a state-wide Integrated Care Conference for up to 1,000 attendees. This individual will work closely with DMH and our contractor The Regents of the University of California, Los Angeles (UCLA) on all aspects of conference planning, including workshop development, conference logistics, speakers, volunteers, exhibitors, etc. In addition, they may assist with other aspects of COD implementation including ensuring the utilization of standardized screening/assessment tools for COD, identify standard training by clinician type and level of care, develop and monitor compliance with COD policy and treatment parameters, and ensure all LE contract SOWs have specific COD treatment language as appropriate.

      ESSENTIAL FUNCTIONS

      • Identify key DMH stakeholders for conference planning committee and participate as part of the committee to provide consultation on the development of conference content area, priorities, and tracks for specific workshops and plenary presentations. Collaborate and engage with other County departments to serve as committee planning members through the leadership of UCLA.
      • Collaborate on conference planning timeline and participate in monthly planning meetings with UCLA and conference planning committee. Work with UCLA to ensure Venue meets the needs of the conference and department.
      • In conjunction with DMH management and the conference planning committee consult on the 2026 conference title and theme for incorporating integration of mental health, substance use disorders, and primary care.
      • Provide expertise as it pertains to registration fees for DMH and may communicate with other County departments on subsidizing a set number of registrations for their employees.
      • Participation in County, DMH Management, staff meetings and additional meetings as assigned.
      • Maneuvers light physical effort required for the job-related functions that may include occasional light lifting to a 10-pound limit, as well as bending, stooping, squatting, and/or considerable walking, particularly in carceral environments.

            JOB QUALIFICATIONS

            Education/Experience

            • At least 5 years of experience working with a public mental health system overseeing co-occurring mental health and substance use disorder programs for specialty mental health clients.

            Certificates/Licenses/Clearances

            • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
            • Successful clearance through Los Angeles County’s Live Scan process.
